I remember reading that evemail will be readable via API after dominion.
any programs out there taking advantage of this?

This feature is not yet available 
You can only check, IF you got some mails or notifications.
Check the wiki http://wiki.eve-id.net/APIv2_Char_MailMessages_XML for details.
At least its an step in the right direction

ya a very small step, why the heck wudnt they just give us external email access... they wanna give us cosmos but asking for webmail is a longshot? lol

Yeah we need web mail access and have it so we can also change skills without logging it all the time. I want to be able to say I play Eve but never even have to have it installed  I just can't understand why they won't do these things. It not like I'm wanting to actually play Eve it just that all the 'cool' people are there.
Yes I'm making fun of this idea but don't take it personal you're not the only one not thinking it through for why it's a bad idea or many of the problems it can cause. If you think ISK seller spam is bad now how much worse when it's the whole Internet can do it 
I look at it this way, what they've done not allows you to have applications that let you know things like your POS is under attack, out of fuel, etc and you can now make that mad dash home to try to do something about it which you couldn't do before. People need to look at how much can be done with the changes not what they didn't do.

I watched a fanfest video and one of the CCP presenters said he travelled a lot and would like to be able to change skills while on the road, but that a decision has not been made. So my understanding was that being able to reschedule skills without the client was being evaluated and I have not heard a decision. In fact, I am not clear when the target let alone actual ship date of New Eden will be.
The massively contest http://www.massively.com/2009/11/30/massivelys-eve-online-plex-contest-new-eden/ sure seems to be implying we will be able to do stuff without logging into the client.
How will the "New Eden" social network for EVE affect your playstyle? Will the ability to handle tasks when you're unable to log in change the game experience for you?

spam? really so make it mail is readable online but not sendable, ahh no spam change at all
as for skill queue thats for a different topic but i still dont get why its not done, it wud relieve load from the server, i mean currently i have to load up my crappy macbook when im on the road, load eve, loginto server, select character, wait for station to load, set some skills to train, and then log off again... if it was online i cud login to my acct on the website, set the skillqueue, and go back to my job.

EVE Metrics now implements EVEmails. You can't read them as the API doesn't support it, but the titles, sender and recipient are all there.
You can check it out at http://www.eve-metrics.com - you'll need to sign up, add your full API key(s) and enable the EVE mail method.
