There's Singularity (test server), where everything is seeded on the NPC market. Of course, the off-side is that you have to keep skill training on TQ so you don't lose progress when they mirror your skills from the main server.
But, like pointed out, unlike some games where economy is stagnant by design (such as having fixed vendor prices), in EVE players have a very large degree of control on the market. In order to keep things being produced, you need things to be destroyed or worn out, because otherwise there's no incentive to buy new ones - except for new players, but that'd mean that you'd need to run the economy as a gigantic-scale Ponzi scheme and it'd crash sooner or later. Alternatively, you'd need things such as missions that actually have a chance of killing your ship (which would pretty much invite the so-called Whaaaaaambulance). A good alternative would be making shields and armour leak through to structure, and there being no way to repair structure (or making structure repair very expensive and available on NPC stations only, so you'd rather scrap the ship and buy a new one).
Similarly, you'd need to have ISK sinks (stuff that take ISK permanently away from the game) in addition to faucets (stuff that creates ISK from nothing, such as bounties, missions and insurance) or alternatively, have a fixed amount of ISK or barter economy ingame - because otherwise, ISK would quickly become worthless. 10M T1 frigates? Hell yeah, hello Zimbabwe!
Additionally, how would you make the lowsec and 0.0 areas work? If they'd be "PVP zones", then what's the difference from the current EVE? Sure, if you don't use an organ called brain, you might get ganked in hisec, but the odds for this are quite low assuming you don't behave like an ass. Lowsec might work, assuming the NPCs were buffed to murderous levels, but then no one would go there, because the rewards can't be equally buffed (someone would anyway figure a way to exploit any high rewards). 0.0 without PVP? "Hey guys please, could to give this system to us pretty please?"
tl;dr: Go play on SiSi if you want just to pew pew NPCs without effecting anything, absolute stagnancy and no progress. CCP mirrors the TQ character database there at times, so you'll already have a a character there. Remember, attacking someone nonconsensually outside of given testing zones is a reason for a ban from the testing server.
