In terms of cost, I'm getting the impression of four separate price tiers in the cruiser arena.
1. Fly a T1 cruiser on the cheap with pocket change and just keep buying new ones out of the insurance money when they're turned into pyres in space.
As others have said, there are a plethora of T1 cruisers that hit wayyyy higher than their cost. Many T1 cruiers are just underestimated, and you will get good kills from pilots who simply underestimate what skills and a proper fit will do to them.

Any tier 2 cruiser can work here. The harbinger is quite good, but it isn't the best at soloing. Hurricane and Myrmidon are probably better solo ships than the Harb in most situations. You can certainly be successful in a solo harb, but it has some factors working against it that those two boats simply dont face.
edit: forgot the drake Harbinger is probably the "worst" solo tier 2 BC, due to its relliance on boosters, no utility highs worth mentioning, and somewhat poor frigate defense. Still a very good ship though - and you can definitely succeed in solo operations with it.

Zealot is a gang-ship only. Navy Omen is the Zealot-Solo Issue and is verryyyy good. The amount of Scorch it eats will make you cringe tho.

Legion is terrible. Your best case scenario is that its a beefier zealot or an armor tanked drake. A proper tier 2 battlecruiser has great odds vs. a legion (ECM drones lololol), and an Absolution will open a whole new world of pain on one.

Don't fly what you cant afford to lose. It sounds like you have the character-skills, but not neccessarily much solo or small gang experience. Grab a handful of cruisers and battlecruisers, fly around in lowsec, and get yourself blown up. Fully insurable, easy to replace, and you'll quickly learn what works and when.
You can also look at some PVP videos, there are a number of them that show exactly the sort of fights your looking for. Watching what those players do can be a great way for new ideas.
