(8 days old char so i probably wont kill cruisers, but i know my fit is ok so i am hunting some frigates for fun). After an hour of scanning belts and planets and trying to change spots the only ships i found were 2 drakes(both skilled enough for me not to try), even thou i knew that system had at least 2 frigates and 1 month old cruiser.
Thing i want to know is whats a good way to find ppl, is it just flying through all belts and changing systems (and i had bad luck) or should i try fit probes or maybe something i do not know.

As much frigate based pew-pew as you can shake a stick at. Good cheap fun with newb friendly PVP guaranteed. Join Red if you fancy it, we need more pilots at the moment.
As regards your scanning question, your on-board scanner will only pick up ships at belts and planets. If the ships are in safe spots or in deadspace mission areas you will need to scan them down using probes.

Well, if you are ABSOLUTELY sure you FOUND those drakes (do you know the 5 Degree Trick for the D-Scanner?), but couldn't find the cruiser and frigate, chances are they were probably safed up or at a moon.
Do you know the 5 degree trick? Please re-size your signature to a maximum of 400 x 120 with the file size not exceeding 24000 bytes.Applebabe

I know i found 1 because i warped into belt and saw it :), but no i think i dont know any 5 degree trick. As for rvb it could be awesome, esp since i already have lvl 4 mission alt, might check soon. *cough* its 4-5 months old and this one is bit over week and i call it alt *cough*

That's the spirit What you're doing sounds like low-sec piracy, hoping to find miners at belts, which is just one form of PvP. But yeah you could try corp wars in high-sec or going to null-sec as well. A merlin is a bit limited in what it can kill (unless you have years of training to help) but join a pvp corp and you'll have friends to enjoy ganks with.

Unfortunately, due to the nature of the game evolving, you will rarely find frigates or cruisers ratting in low-sec any more. You may come across the occasional newbie who doesn't know he'll earn more doing missions completely safe in hi-sec, but not often.
If you want to get into the fights, RvB is a good plan. If not you could try to head to areas like Tama and Amamake, you'll get blown up a lot but you may get lucky and find a Rifter 1on1 in Amamake or something similar.
Concerning finding things, learning to use the directional scanner is extremely valuable. Whatever you do, regardless of where you are doing it, make it a habit and continue to train using it. You have no idea how many people ignore this skill and later on heavily rely on people that have not ignored them to guide them. And no, if you know someone is ratting in a system with many belts the best way to scan them out quickly is:
a) Warping to the cluster in question (pick a belt at random at 10km). b) Scan the surrounding belts and the one you are approaching as you are in warp. You should have an overview setting that has belts + ships (possibly wrecks) on overview to easily determine which belt your prey is in. c) Constantly change the degree setting on your scanner, aligning it towards different belts to try and get a hit on him. d) When you get a hit, narrow it down to a single belt by lowering the slider constantly. If 2 belts are overlapping you will be required to change the distance you are scanning as well (or simply pick one and hope for the best). e) Kill him (or die trying - but revel in the fact that you scanned someone down on your own and that you are able to do something the majority of EVE players are too lazy to learn)!
TL;DR: Learn to scan. It's an invaluable asset further on in the game. ___________________

You'd be surprised, I have met many people who have very little idea how it works.
