Well heres a idea for objectable ways to take sov or to hurt a enemy alliance, but would require the reconfiguring of pos a little bit.
First thing to do would be to recatogrize pos's. The three catogories are as follows. 1. Battle Station (Large) 2. Manufacturing Center (Medium) 3. Haversting Center (Small)
The reason I changed is on the most part, this is what these poss classes are used for any way. Large POS's are used for rallying and defensive points, medium used for light manufacturing/R&D/simple reactions and small pos's only for moon harvesting. So with that in mind, I would make the POS sizes more role pecific then jack of all trade like they are now. With that in mind, a few of ther POS structures would have to have some stuff changed. Like Moon Harvesters having their base amount mined changed say 10 base. Exact stats on changes aren't really important, CCP can do that.
Small POS Role (Role Harvesting Center, 1. Bonuses to moon mined amounts. If the Base is 10 units a hour. it gets 100% bonus to mine 100 a hour. 2. Have enough CPU/Power to run 2 moon harvesters, a simple reaction, ore refinery, and about 6 medium weapon class systems. IE couple cruise missile battieries, 3-4 small guns and 1-2 medium guns. Nothing to make a carrier/dread concerned about it but something to that could make a gang of 4-5 BS concerned about if it had a POS Gunner. (Note This is just a example setup.) 3. Bonuses to ore refinery arrays. Bonus that reduce Ore refinary arrays CPU/POWER grid needs so that you could have the most effiecent minning array on the tower. Sheild HP needs to be reduce though. I remeber being part of a 13 man gang and we found a off lined POS when we toke over a system that was red to us. On a slow boring saturday we got together 6 BS and 7 BC. Toke us 1 1/2 hours to take it down. Deinfatly too long. 30-45 minutes sounds about right and 1 1/2 hours with a gang of 30 crusier/HACs.
Medium POS (Medium POS are fitted with electrical systems capable of handling the most complex of labotatories and the systems to manage the complex data computing of reactors) 1. Bonuses to R&D. The CPU/Power currently match the needs so bonuses to copying time, ME research time and PE research time, and a slight increase to invention success rate. 2. Bonuses to reactors ie reduces reactor CPU/Power needs. Enough to have 3-4 simple reactions going, 1-2 simple and 1 complex, or 2 complex reactors is what I envision. 3. Bonus to the assembly arrays, ship assembly arrays etc. Bonus should be to less material needed, decreased production time, something along that line. Reduced Sheilds as well. More then the Harvesting Center Pos but not a lot more either. So 1-1/2 hours with a 20 man BS Gang.
Large POS (Decked out in the most sophiscated targeting systems, armor plating and sheild generation sytems, only a foolish piolet would dare go near.) 1. Bonuses to sheild hardeners effectivness. 2. Bonuses to Weapon system damages. 3. Bonuses to reduce the need for Ship maintence bays, and capital ship maintence bays.
These ideas won't prevent you from putting up a moon harvester on a Battle station, but it wouldn't be as efficent as a harvesting center due Battle stations computer looking at the moon harvesters and going "wtf!? This isn't ablaster what good is this stupid thing?"
This would make smaller battles more possible with the ability to hurt enemy alliances with out a too drastic of a change I think.
