Edited by: Planatar on 21/12/2009 18:30:01 While I agree that requiring a huge fleet battle to transfer sov is ideal, the reality of EVE is that most (all?) current alliances are strong in one timezone, and weak in another. If the defender sets the timezone when the conflict occurs, the attacker can only win if they dominate the defender in every timezone.
The randomness decreases that somewhat, but with a +/- 2h timer, the attacker has to dominate the defender in 20/24h to win. The timer also introduces its own problems -- winning/losing a battle based on a bad timer is unsatisfying.
The sov system needs either: 1) A way to compete over when battles occur. 2) Force the defenders to defend during any timezone, and provide a way for the defender to stand a chance of defeating/delaying the attacker in the attacker's prime without increasing the defender's power during their own prime. 3) Accept that sov loss to someone in another timezone is going to be very rare.
Option (1) is what we have in the POS warfare system with reinforce timers. I think this is probably the best option, as it's already reasonably well understood and "works". In this case, the change that needs to be made is to give Stations/iHubs a stront bay, and have the system work as with POSes.
Option (2) could be either a weapon which is very effective if the system is mostly hostile, and becomes ineffective if friendlies and hostiles are around even. You would need to find some way to prevent abuse where the friendlies would jump out, fire the weapon a couple of times to soften up the enemy, and jump back in (a-la old doomsday).
Another way of implementing option (2) would be some way of delaying the attack, with the defender hopefully delaying the attack until the attackers got bored, or the defenders could come online. For example, some kind of module which, if activated on all online SBUs would put the SBUs, station, and iHub into a 1h reinforced mode. The regular reinforced mode would be removed from these structures.
