I think the best option to ccp is to change the system of hit struct and run.
There is major problems in current systems:
Attaquer need to RF the hub/outpost 2 times with huge HP, and the defender need to kill one or two SBU with very low hp, and cost half a hub. defender don't need to rep hub / outpost ... !!! insane when your are light alliance, and you need large force for kill that thing.
TCU is low hp, and can't be moved if you got the sov before dominion on a gunned pos, but after dominion evry tcu can be anchored on a gunned pos. Low HP, and not usefull for use a system. 25% reduced fuel pos only advantage.
Some problem with upgrades too noticed.
And The main problem, it's not to increase pvp, but like old system P v structures.
The new system should be more "flag" system like in "day of defeat". More your fleet stay more speed the flag goes down, and your flag goes up, don't need shoot, but stay on grid with your ships. Each ship give you some points/sec. If you take 10 light freg or 10 huge dreads it'll not be the same amount of points. Cloaked ship don't count. And it could be very cool to include a boost for each faction mods & ships. With most isk you attack/defend, you'll do it faster.
Where ? The pos system is ****ed, i think. Price aren't not very balanced. A large pos with combat guns, cost less than 1b. 20-50 dreads cost each 1.5b including standart pvp fit. And anchorings modules are not very fun. Then where ? I think CCP should create a new kind of poses, the XL poses. With large price for kill spamming and only one that not help huge alliance to spam too. ( i think 10b is a good value )
One XL on one planet, that could mine some minerals but not a new R128. Mechanical parts, uranium or something else. And a large amount of guns. Huge fleet for stay on the grid should be prepared to face the guns. 100% more dps than a large is a good value. not too much to wiped out anything.
Some modules can be anchored only on a XL pos, but cost some powergrid/cpu.
-Wh creator. Can create a wh permanent on a choosed system. ( only one can be anchored ). -Super cap diruptor, warp disruptor that work on super caps. ( the attacker will not use titans/motherships ability for take the system. ) -super capital ship assembly array. Not allow current assembly to do start any super capital. creat a new skill for capital, and use the curent one for super capital. -Selective cyno jammer, allow only alliance cyno, and spy cyno. Could be so fun ^^.
The TCU should be the only one mod that can be anchored near the pos. no more GSC please. And Hub must disapear the a new TCU that allow you upgrade the system. With old TCU change it to new TCU ( same skin ) with upgrade possibility, to a TCU + HUB. And old hub change it to new TCU upgraded. TCU don't have hit points, but "keep" points. more you stay here more you gain "keep" points. You can reset the sov after some times, and after if you stay more you can hold the sov. But must destroy the XL pos if you want anchor yours. Defender must remote guns/pos to get it back and stay in the 10km of the new TCU for gaining "keep" points.
Cloak or ship inside pos shields don't count.
The bad thing about current upgrades, is that security status don't change, and stay bad is it's bad.
With 5 outposts in a system you should be allowed to create a single QG with index 5. QG allow you to change to an high sec system. ( one per alliance. ). And your cyno gen will be available to all blue alliances corps. Then your alliance will have a market hub. And concord will defend your system with a limited number of ship.
