IT doesnt matter if they fail to take the system. At the end of the day they have the numbers to make up for the fall and the ability to take the system not long after you log out. Plus goons cant pay their own upkeep. IT doesnt need to pay much upkeep because they only have 6 or 7 systems. PL only has enough money to pay their upkeep. Then theirs the simple fact that most goon members hit puberty recently. So they arent active enough to put up a good defense of SPLOT systems.
