Sure, i been doing missions for sansha, you want to visit L-A9FS, got a lvl 1 and lvl 3 agent for true power, then when you can, visit NRT4-U to do lvl 4's.
MY advice to you is not to leave the system, or undock if there is many in system, and Never undock if you're in a frig (they undock in dictor, bubble, pew pew) skip missions that get you to leave system. (i would anyway)

Sure, first place you have to go is ES-UWY, altohugh that can get a bit crowded at times, full of people, and i wouldn't undock if i were you if you were in a frig, other lvl 1 agents around but try and watch out for people in station who will undock at the same time and kill you. (you could make insta warp outs i guess, but i load to slow for that)
look for systems with hardly anyone in, might have to have a long trip, or do missions in a system with no cloning (less people)
Tips
----
1. Be careful of undocking in a frig when someone else is in system.
2. Only do one or two lvl 1 missions, then train criminal connections to 3 to get yourself to around 1.20, and that should be enough for a lvl 2 agent.
3. Be careful of leaving system, if you're in a cruiser, you'll have people waiting for you if they really want to kill you.
4. Make a safespot in a place where you can scan the station (and just the station) narrow the directional scanner down and scan it to see if there is someone waiting for you, if it's a dictor/bubble then stay at safespot till he goes. One trick they do is scan down your general direction, so when you warp back to station, you run into a sphere they put 50km + out from the station.
5. Feel free to smack the romanians in Stain, they deserve it, ask them about pheonix alliance, that's always good for a laugh.
6. When leaving to 0.0 with loads of stuff (skill books) in your frig, go after downtime.
7. Buy BC's and BS's there, no point hauling them all the way into 0.0, just dump some WCS in the station you bought it in, fit them, and after down time (or when it's quiet) undock, and make a run for it.
8. This is the most important one, open up your scanner always when someone is in system, make sure use overview settings is unticked so it shows everything, click scan, and watch out for "Combat Scanner Probe I" If you see that, dock/ss/log/read a book/mastubate.
So, my choice of agents.
