TLDR:The net effect of the proposed change acts as a punishment to AFK mining/missionrunning, and will overall hurt suicide gankers who are not careful with target choice. The massive decrease of supply will result in overall income boosts for intelligent or careful miners/missionrunners, and allowing intelligent suicide gankers to possibly be more active, but will force them to target the AFK miners/missionrunners.
The sheer lack of understanding of how economies work in this thread is ridiculous. I'm not going to bother explaining the fine details of all this crap because you won't get it, so let me explain end results to a carebear/miner, because I actually dabble into that and hang out with some bears when not ninja-salvaging.
Intelligent miners: Will work together or arm themselves with whatever tools they have at their disposal to prevent ganks. This could be anything from hired guards to tanked hulks, or even scouting and choosing systems with few stations and stargates, then watching entrances for tempests or known suicidegank ships entering. All of this could work. They could also utilize tools such as aligning while mining, and the moment they see a hostile enter system, issue a warp command and have a corp-mate web them to insta-align. Either way, they're not afk, and there are solutions.
Dumb miners/afk miners: Because they don't want to play the game like the rest of us, or use their intelligence to support their lifestyle, their hulk profit will plummet because their cost of living, so to speak, will exceed their income. Stupid miners will be forced to use mining barges and cheaper mining ships to operate, which will cut their mineral production significantly.
Economic effects: Since stupid miners and AFKers are the major source of mining-produce ore, the supply of ores will skyrocket. Dumb miners, while producing less, will get more for what they produce, resulting in not much change of income, or perhaps a moderate decrease. Intelligent miners will also produce less due to the precautions they must take, but because of the ways they work around the threats they are faced with, they will produce significantly more than the dumb miners, actually resulting in an overall INCREASE in their income.
You can apply the same thing to missionrunners, really. The dumb ones will be caught with their pants down and start losing marauders and overpriced ships, while the intelligent ones who just watch their D-scan or are careful about their setups will be unaffected, and get more income as value of ores increases. You can also apply this to suicide gankers, as their costs go up somewhat as well, so they would need to target the weaker enemies and probably use less effective modules in order to get good results, thereby putting more strain on AFK miners and missionrunners, while punishing suicide gankers who don't choose targets carefully.
