This is ridiculous. If international companies adjusted their prices daily to compensate for currency fluctuations, they'd have to hire an entire new department to do the calculations and respond to customer inquiries as to why their monthly fee went up or down.
In the U.S., most retail items have a price in both Canadian and American dollars. This price is constant. The USD will go up and down in relation to the Canadian dollar, but it just isn't feasible from a marketing standpoint to make adjustments for every fluctuation. Maybe they reevaluate their pricing structure every year or two? I'm not really sure.
But if you want to know why EVE costs ~$15 a month in the U.S... that would be because every other major MMORPG charges $15 a month for their subscriptions. $15 a month is just the "market value" for MMORPG's in the U.S. Similary, in Russia, prices for American music are much cheaper than in the U.S. It's not because the music is lower quality, it just has a different "market value."
It's possible that increasing the monthly subscription costs for Americans would deter new players from giving EVE a shot. For EVE to be competitive in the U.S., the product must be priced competitively.

Although it would be rather interesting if they introduced different currencies in EVE. One for Amarr, another for Gallente, etc. Could even do a bit a gambling by speculating on currency value fluctuations.

To clarify a bit:
Percentages can be a little tricky. 974.03 is 25% less than 1298.71. And 1298.71 is 25% more than 1038.96. Since we are talking about a 25% tax imposed after 1298.71 has been obtained, then we are talking about 25% less than 1298.71, which would make 974.03 the correct figure.
