Ok, so I log in to the game today, and I find that all of my money has been contracted out to another toon. When I first looked I though I had done something stupid and bought a contract or something. But when I looked harder I see that I created a private contract today when I was not home to someone else giving them all of my money and a few items. How the hell can this happen? Ive all ready changed my password but WTH? I mean the only 2 tools I use out of game are Eve Mon and Eve HQ. How can this happen?

There are a lot of ways. I would suggest contacting CCP. Be lucky they didn't wipe your whole account.

The two most likely possibilities are either A) your computer is compromised by a trojan or other malware type program, or B) you made the mistake of making your account name the same as your character name and then used an easily brute-forced password.
Either way, CCP should help you out. I've known them to refund items lost due to account security issues such as a hacked account, but it usually takes a long time. They likely won't take action against whomever received the money and items other than just taking them away and giving them back to you, since it's not possible to prove that they were the ones that actually did it.
A buddy of mine actually got knocked 300 mil in the hole once because he was given money by his corp to buy mining ships and modules, only to later learn that the money he received was actually from an isk seller that the corp had bought isk from. CCP couldn't prove who actually paid for the isk, so rather than ban anyone, they just subtracted the 300 mil from him when he only had about 8 mil in actual cash.
Point being, CCP can't prove that the person profiting from your account loss was also responsible for the compromise itself, so they likely won't ban/suspend anyone over the whole ordeal.

Best thing to do if you think your account has been hacked is file a petition.
