Do bear in mind that:
i) Any would-be pirate would have to be reasonably skilled at system scanning.
ii) Know roughly what area of the system your in, to have a good chance of tracking you down.
iii) Deploying and scanning does take time, so it wont be as if a pirate would be able to insta-warp to you.
iv) There's a certain amount of deviation with scans who its quite possible if a pirate does warp in, they wont be within warp scrambling range.

Pirates don't need system scans to tank the ****-poor .4 sentries and gank you on the way out.
So where was the lamentable change again?
Of course JP i make an assumption (perhaps unfairly), that pilots will take the usual precautions when traveling in unsecure space:
* Check map for possible signs of a blockade (# of pilots in space, number of ship kills etc) * Always check local for possible hostiles * Maybe even use insta-bm <shudder>
With a bit of alertness you can quite easily avoid being ganked. Unless of course you want to do missions in a semi-afk mode, in which case its probably best to stay in safer space.

But the reward for that risk is not there.
Agree 100%, i dont mind going into lower sec space as long as there's more of an incentive, be it higher LP, better kill mission spawns and better rewards.
