if this had gone true multiplayer, it would've killed EVE before it had launched.

Evochron Renegades will let you yarr, as its a sandbox, freeform, indie game in the "Starwraith" series.
Vendetta Online is a space mmo, bit like Eve in concept. Flight sim controls, no credit card for trial, no skills, and if you go to the unregulated areas no need for licences for cool/better stuff either. Piracy is accepted, but like Eve there are safer zones.

Hey again Johnny, glad you're doing another competition like this again
Anyway, I have a few suggestions:
For a space piracy game, or just a space simulator-type thing, you can always try Frontier 2, that always has been 'interesting'. You're just plopped into space with barely anything and you can do pretty much anything you want. You can (for example) kill every space station in the game, OWN all the stations in the game, or just do whatever the heck you want.
An okay game, you can try Patrician 2 (or 3, I get them mixed up) Rise of the Hanse. You're in the 1600's, and you try to make a living, usually by trading but you can pirate and sack other ships and ports, and also sponsor other pirates for a share of their loot . It also has a legal system, so if you get caught, you get fined (but you can manipulate the game's legal system to get you off the hook). Of course, if you wanted to.. you can always be a a merchant in the game . There is a good forum for this game, its like the drunkenscotsmen.com, so you can check that out for tips and a small community.
Finally, the one that seems the best, but you probably have played it. Any of the X series, they're awesome space games (simulators?), you have near absolute freedom for what you do, almost as great as Eve! It has a pretty steep learning curve, most people at first have no idea what they're doing and get turned off. I suggest you try the X3's, as they are the newest, and they recently came out with an expansion. It has a very large world, and you can trade, pirate, manufacture, drug deal, smuggle, and all that good stuff.
Have fun gaming!

You can try Battlefield Heroes, Its not really piraty, but it has a map with a pirate ship, and you can dress your character like a pirate.
Yarr and stuff.
