I sent a bug report as well about a specific agent and the reply I got was that they tested it and it turned out to be a bug. Perhaps it was an issue only with certain agents, or maybe they hotfixed it.
But, yeah. These forums seriously need some indicator that the post has ended and the sig has started.

I'm pretty sure I got Recon Level 4 from the Dixie agent moon 20 within the last week. I never run it though. Mercenary missions or mordus are my favourite both just get melted by drones and cruise missiles.

The L4 recon is one of the best mission series in game.
The first mission has awesome bounties, the second can be blitzed in about a minutes with a stabber, and the third can be done almost as fast in a shuttle. The first one can also be blitzed in a shuttle, as all you need to do is activate the gate.
So even if you don't like the mission, you can blitz all 3 missions in about 5 minutes and collect LP instead of declining the mission and getting the 4 hour timer started.

Recon 1 of 3 is a nice mission to farm for a week though - drones alone can chew through it quite fast and the bounties are good....
Also - I got it last week, first and only since Dominion....
Dunno if they hotfixed it or it's just QUITE rare now...

I don't think you're going to be running recon (3/3) in a shuttle. You'd pop as soon as the first wave hit.
I generally do 1 and 2 in an interceptor with an AB and part 3 in a stabber.
