My answers are much like Gaven's I guess.
1. I am always in character on Public channels (Local etc) but in corp chat we do talk ic and ooc stuff. Some of the ooc stuff is actually ic though, such as various logistical things.
2. It's easiest then! You should see the amount of rubbish we get from those that oppose to our roleplaying and then it's even more fun to hit them with more phrases while they turn red in the face.
Also like Gaven, Majaraw is wildly different from myself. I'm very liberal in life but in EVE I'm a staunch tradionalist.
I'm an atheist but in EVE I'm a dutiful servant and believer in god.
This helps us keeping things very ic/ooc seperate.

i'm about the same jerk in game as i am out of game. people have the exact same opinion of me no matter what dimension i'm in... 
there is a fine, but dissasterous line between a fart and a shart. i suggest you make sure which side you want to be on... |

I tend to always keep IC all the time, but as many of the PIE members have already said, the corp chat tends to be OOC. As for dealing with people that don't RP...well, I have to say that some of the funniest moments that I ever had while playing EVE was keeping to my character while a pirate shouted abuse at me.
As for my character, as you can see he's part of the Holy Order within PIE. I real life I am actually an atheist. ------

I used to play 100% in character when I was playing alongside Jade alot, now I don't get the opportunity to as much.
I think alot of the change came from the addition of TS. It was easier to play a certain role (i.e. a ******* female minmatar) in-game than it is to play one on ts. It kinda scares faramir when I do it on ts :/
2. Is it hard to roleplay if the majority of the people around you are not roleplaying?
Again, same answer as above with a bit more clarification. It's not really hard to roleplay depending on how far you wanna take it. Unless you are roleplaying something completely foreign to and trying to completely change your personality to something you are not, it's always going to be some reflection of yourself.

1/ Not really, I slip in and out of it depending on the company. I roleplay with roleplayers but will happily talk about RL if the conversation is in that area. Roleplay isn't a hard thing to do. It's more about what you don't do that what you do do. If you keep all references to RL out, don't refer to CCP mods GMs or exploits etc then imo you are roleplaying.
2/ Not at all, as most people in EVE talk about EVE. And thats roleplay to me. If the conversation is blatently OOC that there isn't any realistic way to shift it apart from getting back onto EVE topics.
