I am trying to make a skill list so I always have something to train.
Right now im training minmitar frigate to 4 so I can have a mammoth to haul my resources around.
I am then going for the Retriever mining barge skills. After that I don't know what I should do next. So I am looking for suggestions and tips to what skills I should train.

Step one: Read this guide.
Step two: Download and install EveMon (skill planner and optimizer)
Step Three: Put all the skills that the guide suggests into EveMon and go from there. You have about 3 months of training ahead of you, but then you will have a close to perfect miner.

Or you can download EveHQ, find the ships and modules you want to use and add the necessary skills from each item to a skills list.
You either need a punch up the throat or a good shag.
Nobody round here is offering the second one therefore your choices are limited!

How do you rate EveHQ with EveMon? I'm planning a mining skill list too, and was wondering if EveHQ was as effective as EveMon?

I'd recommend a long-term plan with Cruisers, Battlecruisers, and Battleships. This will allow you to do combat missions so you can raise your standing and avoid refining taxes.
Transports and Freighters are also good goals for mining, since hauling tends to be a big part of the career.
I personally went:
* Frigate (Bantam)
* Industrials (Badger Mark II)
* Cruiser (Osprey)
* Mining Barge (Retriever)
* Battlecruiser (Drake)
* Exhumer (Hulk)
* Battleship (Raven)
* Transports (Crane + Bustard)
* Freighter (Charon)

If your serious then go for the ships/modules like this
T1 crystals (Ore Processing skills)
You can then work on the last few dribs and drabs like Exumers V and Cybernetics 5 (for the Highwall HX-2)
If your going to be jet caning and hauling for yourself go for a Industrial I would suggest the Iteron V as it has the largest capacity.
DO NOT go for a freighter unless you need to move massive amount of stuff from station to station as you can not load/unload from them in space.

There are a lot of different things you can do and more than one way to do them so there isn't any one right way. It all depends on what you want to do - when.
Things to keep in mind:
1) You can put 27,000m3 in that Mammoth - which means 9 GSC's. Each GSC holds 3900m3 worth of stuff but only takes up 3000m3. That's because it's a Planck Container. 9 x 3900m3 = 35,100m3. You get that with 4 Expanded Cargo Hold II's, Minmatar Industrial V, and 3 Medium Cargo Hold Optimization I's (15% increase each, the II's give you 20% but cost a lot more).
2) You are going to need to refine that ore at a base. The base will take 5% of what you process with them - unless you have good standings with their corporation. You can get those standings up by doing missions for the agents for that corporation.
3) When agents give you a mission - many of them have asteroid fields in them. If you are in a quiet system where no one is trying to scan down Level IV Mission runners - Jet Can Mining in mission space is relatively safe. Just be ready to deal with the belt rats from any .8 and below system as they will come visit that mission space the same way they visit the systems belts. Have your drone skills up - (remember Drone Interfacing V) - and you can add the bounty, loot and salvage for these guys to your take. If you are going to be a miner - you want your drone skills up.
4) The weapon of a miner - is his drones. Rookie ships carry 1 light drone (except the Velator has 2), Mining Friagtes get 1 (except the Burst which gets 0), Retrivers can carry 5, Covetors and Hulks can carry 10 or 5 mediums. These drones can slaughter any Hi Sec Rat.
5) Doing Level I missions works best with 2 Destroyers - one fit out with 4 tractors and 4 salvagers the other with 5 150mm or Medium Beam Lasers or Howitzers and a good (Cold Gas Arc-Jet) After Burner. Get the rats agro, turn and make them chase you keeping your range with the AB and then kill them as they try to close. Bookmark one wreck in each zone of the mission and you can come back with your salvager after turning it in to salvage the wrecks.
6) Doing Level II missions works best with a Cruiser - such as an Arbitrator or Vexor for Miners as these are drone boats. You can use something else if you have the Missile or Gunnery skills - but a drone boat will take advantage of the drone skills you want to have as a miner anyway. The Vexor is a good miner but the Arbitrator isn't as it has to few turret slots.
7) Consider getting a second account. Team mining is the way to go - and works very well with two accounts. Most computers will run two copies of EVE. After two accounts you are getting diminishing returns as your ability to simultaneously run multiple characters diminishes with each one you add. I've heard of people with 15 though. You can start off with one guy being the miner and the other the hauler - then work both of them into being miners. One advantage here - is that your mission space will stay open after you turn it in if someone is in there. With two characters, one can run the mission and the other salvage the wrecks. While the wrecks are being salvaged the mission runner can turn in the mission and get their miner, then when the mission runner starts mining the mission space, the alt can leave, dump his salvage and loot in the base and get in his hauler. When both have miners - they can both mine into jet cans then come fetch them with their haulers.
8) Be aware that some bases have a base refine of 50% while others only have 35%. After that your personal skills come in. You want a base with the 50% base refine rate. To see what it is - take some ore and begin to refine it. When the window comes up - look in the upper right hand corner and it will tell you how much the corporation is taking and what the base refine rate is. If it is 35% - find another base.
9) Jet cans and wrecks last 2 hours. Label them with the time. Tractor beams can pull them.
