I would say piracy, as a career, is more or less just flying ships around in low-sec or 0.0 and killing things, such that you make more money selling the loot / ransoming / whatever than you lose in ships after insurance.
I have a < 10mil SP alt whom I'm very successful with in accomplishing this.
More or less, what you need to do is: - Find a T1 ship you're really comfortable at flying and are very well skilled for. Cruisers/Battlecruisers work well in low-sec. - Go on a roam - don't just do one system, start in one low-sec system and fly through a few regions, looking for targets you know your ship can beat along the way. - Don't take fights you don't stand a chance of winning! - Try to avoid taking gate guns if at all possible (even in bigger ships!); get the other guy to attack you first (being an outlaw helps with this, so HE won't take gate guns either), get them at a belt/planet, etc.
Believe it or not, tactics play a huge role in what fights you win and what fights you lose. It's not just what ship you're flying. Doing things like jumping through a gate after a gang has aggressed you, so only one or two of them are able to follow you through (thereby allowing you to pick them off before their friends show up) can drastically increase your chances of winning.
Oh and those noobs and belt ratters you're looking for? Try Caldari space (but not Black Rise - getting blobbed by faction warfare guys in frigates is lame).
Another thing that helps is if you are very well versed in common fits for different types of ships. I.e., if you engage say an Arazu and a Broadsword, and you're in some T1 cruiser, you should know that Arazu's, almost as a rule, have a paper-thin tank, whereas the Broadsword will probably be able to tank you all day, and will probably also be fairly slow. That means you could just gank the Arazu (assuming you get in range) and then GTFO. Same thing again, if you see a Hurricane and a Falcon you probably don't want to engage them with your Brutix, since you'll just get jammed and die.
