You're under the impression that changing/resversing these will bring you more targets and thus revive piracy. And it actually may for a few days. But in the end you'll end up hurting piracy.
You list HIC as a blessing to piracy. And then wonder why there are no targets in lo sec. You try to reason that it's because CCP itself has increased hi sec mission running. And this is wrong.
There is one thing you need to realize: The more successful predators are the less prey you'll get. Forcing people out of hi sec will only drive them out of the game, not into your guns. Why? Because people aren't playing the game to lose. And forcing people that are more interested in building into your PVP ships and guns to lose every time isn't what people are interested in.
Pirates become victims of their own success. HICs, although you view it as a boost to piracy, are the types of ships that end up ruining piracy in the long run.
Probing is another example. Probing in lo sec is ridiculously broken in favor of pirates. So all is well, right? Wrong. You're killing off your prey into extinction. They're learning to stay away from your highly successful hunts.
If lions in the wild had a high success rate when hunting they'd drive themselves out of extinction soon enough.
Your theory is validated by the huge spike in lo-sec population we all noted when warp-to-zero was introduced.

No they aren't. I wouldn't even bet that a majority are, aggregated over the 23 hour day.
Additionally, all 0.0 entrance gates are by definition regional gates ie: huge. They're not actually that easy to camp unless you have a very large gang.

Maybe planetary interaction will bring something, I dunno.

As i can remember the hp buff was introduced and not scrapped. And again why do you point with finger at pirates? This had nothing to do with pirates. Hp buff applied to everyone in eve.
Matrix prefers not to let things like facts and evidence get in the way of his opinions.
