Ok lets talk about standard ab lowsec frigs... punisher - 2 meds, slow, rifter pilot can easily disengage if hes losing merlin - nice shield buffer, slower than rifter /= kiteable/ and lower damage /short range guns and rockets/ tristan - slower than rifter, short range guns /and rockets.../

75mm rails Merlin + rockets, MWD scram and web, MSE, keep at 6 Km (orbit is fine, but you'll need manual flying so keep an eye out for corrections), laugh as Rifter realizes that it can't break your tank. If he has not fitted scram, pulse mwd and just watch his shield/ armor/ hull go down. MWD isn't really that important, they'll come to you and if they don't who cares it's a T1 frig. Inside scram range AB is much better for dictating range.
Most T1 frigs are active tanked. Most T1 frigs other than Rifters need cap to run their guns. This fit hits both weak spots and has a very large buffer - at least for a frig - 5K EHP (7K trimarked)
I recently fought one of these, very nasty for a frig...
And my way to kill a rifter? Thrasher maxed t2 does over 1000 volley...

Well, if you somehow manages to fit a MWD, disruptor and some launchers on a kestrel you might run around kiting the damn thing, but as we all know, aint got enough CPU/PG to fit even a full set of launchers on a kestrel even without the MWD...

Flown/fought a trimarked bleeder punisher recently? Their weakness is they can be kited or disengaged, but toe-to-toe I've only beaten twice with one, once when I forgot to put ammo in my cargohold and once when a neut rifter used mid-range ammo and their neut cycle hit me just after my nos cycled. I wouldn't underestimate the bleeder punisher!
