Alright, here's the deal, I'm training for Hybrid Turrets and the ships I will use will either be Gallente or Caldari ( Duh).
What I want to know is what's best for medium to low range fightin.
Shield tanked Caldari Cruisers/Battlecruisers/Battleships Armor tanked Gallente Cruisers/Battlecruisers/Battleships
Gallente obviously got the upperhand on amount of Hybrid Turret ships, but what I want to know is if they're better than the Caldari ones.

It's mainly a matter of taste. Most Gallente ships are slightly weaker as far as turrets are concerned and place a portion of their damage in drones. This requires you to train drone skills in addition to tank and hybrid skills. Drones have the big advantage that they function even if you are jammed or damped and you want to train them anyway eventually to be able to kill fast orbiting ships that you cannot damage with your bigger weapons, but they have a lot of disadvantages as well: the NPCs sometimes kill them which hurts for T2 drones, they often attack trigger ships making the mission harder and require travel time.
Caldari have the best mission boats around. Most Caldari rail-ships get a range bonus for their guns, this tend to be better at the higher level missions but as you said your ship choice will be limited. Most Caldari ships require a fleet to be good in PvP as the slots needed for tackle gear are also needed for the tank. Gallente ships usually get bonuses suitable for close-range fighting and also have the better slot layout for solo or small-gang PvP. Currently they are said to be on the lower end of the PvP power spectrum but I still like them.
As you are Caldari you probably have some skills towards shield tanking already that might be the faster way to start - but really, fly what sounds nice to you :). I can fly both races and would be hard pressed to make a choice.

Soo... you'd want to train for Gallente ships. If you fly in short/medium range gangs, there's not really a point in flying the other Caldari turret ships than the Eagle, since the others shine mainly in long optimals. Of course, you can fit the Caldari ones for close range too, or the Gallente ones for sniping (the Megathron makes a fine sniper, though mostly because of the fact that it's armor tanked). Blasters don't benefit from optimal range bonus as much as rails, but you can still hit further with antimatter than you could with Gallente ships.
Shield tanks having to give up tank for tackle is kinda pointless (there IS no pun), since armor tanked ships have to give up tank for damage mods. |

That's not true. The Gallente hybrid boats get a damage bonus to hybrids whereas the Caldari ones get a range bonus. Damage > range except for the eagle and rokh. The drone bays are just icing on the cake.
