First-I couldn't care either way about the ganking of Miners or I don't have an opinion on right or wrong, that is a discussion that is above my pay grade.
But It occurred to me that if I had to code a fix to slow it down based on command decisions, bump up the resists high enough to make it painfully costly to gank a high sec Hulk or whatever. The resist increase could be triggered by sec status value.
The expression for that would take about 10 minutes with 2 coffee breaks with normal daily sexual harassment of the bosses assistant.
Same could be said for the insurance payout, the expression would be a factor of sec status having a neg effect on insurance extended cost, or a negative allocation by percentage..
I apologize if anyone spit coffee on the monitor... Was laughing when I thought of it, was meant as humor!

It is very doable to tank a hulk enough to see your attacker get blown by concord. It is also fun to see a brutix blow up trying to chase after a blockade runner

How about the simple and logical fix to all high sec ganking instead. If you get blown to bits by Concord your insurance claim is rejected just like real life where no insurance company on Earth will accept a claim where the damage was caused by your committing a crime.
This leaves high sec ganking open to those who want to partake but makes it cost a whole bunch more.

To be fair, real life cops aren't working as intended. CCP can make sure that EVE cops are.
