I am a new player currently learning the ropes of the lvl 1 missions, flying frigates such as the Atron and Tristan. Last night I experimented with an Atron fitted with 2 Light Electron Blasters and an Afterburner. My tactic was to use the afterburner to to close the range to about 1000m and then orbit tightly, with the afterburner running, and blast away. This worked OK, but I had trouble keeping a tight orbit, even at 1000m/s -- my target kept opening the range to 2,000-3,000m, more than optimal range for my setup.
Then I read somewhere that it is better to turn the afterburner OFF once you have closed to close range.
So my question is, should the afterburner be ON or OFF when using blasters up close to an enemy?
Related to this, if I were flying the same ship fitted with long-range railguns, would I keep the afterburner ON while maintaining, say, a 10km distance?
When should I be using the afterburner?

The faster you go the harder it is for you to maintain a tight orbit. Also, it isn't only harder for the target to hit you, but also harder for you to hit the target. You need to go as fast as you need to make sure the target doesn't outrun you (talking pvp here of course). If that requires the afterburner use it. If you can hit the target with afterburner on and he can't hit you then use it. If you're fighting an opponent using missiles ALWAYS use it (not an MWD mind you, just the AB). If you're closing on an enemy always use it (and manually zig zag when attacking players, don't attack head on). If you're at range with rails you want to use it.
Summary : If possible you want to get into a situation where the enemy has a hard time hitting you and you can still hit him. You always want to close as fast as possible. Sol: A microwarp drive? Blasters are an extreme close range weapon, as such youll need decent trackings skills to get the best performance from them, if you lack those skills try a tracking computer for now with a tracking speed script in it and/or a webber or even a target painter to give your guns the best possible chance to track and hit the target at high relative speed.
Also as youve found, a tight orbit is hard to maintain the faster you go, so use nanofibers or inertia stabs to give you greater agility enabling you to turn tighter at higher speeds.

as long as you're still within optimal + 1/2 falloff and not missing due to transversal, you should be fine either way.
now IIRC esp with low skills you will hit noticably harder with the afterburner off, mostly useful when you're tight orbiting something like a cruiser+ sized NPC that can't hit yo uwell anyways, and you might need that extra punch to crack him open and get the sweet sweet taffy inside
