This would encourage miners to get protection so they'd now be able to mine in lowsec and nullsec (the White Rabbits do it already, for example). There are a few systems that are quite easy to guard but nobody mines in them because tritanium is so expensive that veldspar's pretty profitable to mine in highsec without splitting the profits with a body guard. Having only concentrated and dense ores removed from high sec would mean that lower security space is more profitable to mine in before factors like time spend docked, etc., especially for corps that provide their own protection.
Of course, the "uber l33t pvp pewpew crowd" wouldn't want all their easy targets getting protected, but tough. Eve is a harsh place. Adapt.
I await your pirate tears.

Bears don't want ores, they want safety. Does not matter how much you move stuff to lowsec they will not leave the "safety" of highsec...ever. There was a time when there was no such thing as concentrated and dense and guess what miners did. That is right they mined normal highsec ores rather than risk lowsec.
The solution is simple (assuming there is a problem which is debatable): those that are ganked will either take it and learn something or they will whine and leave the game. The former are good for the game, the later are gone.

Lowsec is already safe to mine in (in certain systems) if you have people guarding you. The bears there feel safe; just ask the White Rabbits if they feel threatened in Tama when ten Black Rabbit battleships are camping the gates. But most have no reason to go there and find protection simply because it's more profitable to stay in highsec.

The irony here is just so good, The highsec griefers telling the miners they are too chicken to go to lowsec/0.0 when all the gankers do is hide out in highsec using the insurance system to grief 110% defenseless targets :)
no randoms are going to mine in 0.0 you know that mate. The second a group of highsec miners show up, they die, you an I both know it. Hell I doubt a corp would even waste the jump fuel on a drop.
In all seriousness, why should people be forced into grouping up ?, smells more like gankers wanting the game to be made their way an miners to be pinata's for them. :)

Yes, because having a fleet guarding you is worth that 5%-10% more yield .

Oh wait, you're in the C&P forum, you know, the one I read.
Maybe we can ask CCP to make a whinging carebear forum for you, where you can post suggestions on how to make EVE even less scary for AFK high-sec dwellers and ruin the economy with bots to play the game for you. It'll be AWESOME.

You have to ask yourself why they aren't doing that already, if it were a good solution. The reason why is that a lot of mining corps or players don't have the manpower to guarantee safety to all their members around the clock. You can't mine in lowsec when it's 12 am est and all of 2 miners and the new guy in a frigate is on.

Add to that that it is impossible to keep a low sec system safe, and if you would try your entire guarding fleet (which would make the mining unprofitable) would need to go outlaw when any neut ship jumps in. And then a large fleet to guard it, probably failing, if needed people can always BO bridge into system, or worse just jump capitals on the mining ships, just for 5-10% more yield? You think that seriously? Meanwhile you can also mine in providence ABC ores which is probably safer than low sec.

Yea sure, that would only mean miners would get gankx10 without gankers getting concordoken lol. Mining velds is really one of the lowest possible income in eve so how much would you be able to pay for body guards/hr? ''Body guards'' can easly make a lot more doing just anything but not guarding velds miners

Wormholes have completely obsoleted any kind of lowsec PvE'ing. Everything in them is better than anything you'll find in lowsec (even C2s which are kind of crappy, there's still A/B/C ores and the combat sites are about equal to lv. 4 mission running), the level of incidental traffic is much lower, and nobody can find you without first probing the wormhole then probing you.
I've lived in lowsec full-time for a long time now - I can't really blame the bears for not wanting to PvE out here. I don't even PvE out here - ratting / mining the belts is asking to die, any exploration site that takes more than 15 or 20 minutes to do you have a very large chance of people trying to probe you out, same goes for missions. FW missions are good but only because they pay enough to offset the (substantial) risks.

Sorry.. Late to the thread.. It involved mining in C&P I figured it was a troll not worthy of my time.. But then I sensed Zill had posted and I just had to come look.. But life got in the way and well... I'm here now..
How are these miners 110% defenseless? Where does that extra 10% come from? Do they launch self harm drones? Ooo.. Emo drones... Are you saying all miners are emos?

You can't mine afk in 0.0.
There was a wonderful quote in one of the HAG2 threads...
"If I wanted to watch local and constantly check d-scan I'd move to 0.0 and make 10x the isk!"
They willingly give up considerably higher returns so they can walk away from the keyboard.

To the OP: Shut up, you twit! Seriously, I remember when the suggestion of moving Level 4s to lowsec was made. Seriously, the carebears aren't coming to lowsec, not for a couple of rocks with a higher density of material in the same space.
I suggest because of ideas like this that lowsec shall be forever known as lolsec...cause its a joke.

I used to be a proponent of adjustments to mining to make lowsec more profitable. I still think the intent is good- create a high risk/high reward path for miners. Could be kind of fun. Small gangs defending miners... I could see it introducing some excitement into the life of miners and certainly it would give pirates more to do. But, wormholes more or less make any solution I ever thought of to that impractical. For example, a lot of people were talking about, for example, making rocks that refine into Noxcium and Isogen only available in low sec or something, but you couldn't do that any more really if you want wormholes to be capable of being fairly self sufficient, which IMO is more important than sparking more low sec mining.
