While being right about the POS, my corps size doesn't really mean much when it comes to Intel. I operate with spies and anything else I can get my hands on.
-On Topic- Ya.. an alt could start an impromptu war just as a stated.. But I do not see how that is much different form having BOB getting disbanded from someone who flipped or a corp mate killing your hulk because there is nothing you can do to stop them as they lock you down and no one is in the area to aid.. These whole in internal security exist and for that they make things much more interesting because of it.

The first corp to instigate the conflict gets a instigation flag for the 15mins, this means that the 2nd corp could steal, or shoot the can of the 1st Corp with out it being a concord issue at all. Any members that choice to do the any attack that is falls under this section the first corp gets kill rights on as long as the timer goes.. So in effect the CorpA starts conflict it is noted, CorpB can choice there actions with out taking a corp wide Aggro.
-CCP- NONE of those had CCP saying anything only hearsay and one of the did have something that seemed to be a quote that was linking to a dead page.. It shows that CCPs Ideas about the matter have changed by how out dated it is

You are forgetting that EVERYONE can do this. You don't need to climb the corporate ladders to become a director. You don't need the skills to fly or the ISK to buy a decent combat ship. You don't need friends in logistics ships. You just need a disposable alt with no SP, no assets inside a corporation to fully gank everything they have. The best part is? They won't even know who it was.

If what your saying is such a concern you can limit it. The person who starts the impromptu war name gets a notification in that new shiny section so they everyone knows who when how... The combat can be restricted to a radius off in system only.. So if you dock or jump you of out of the combat zone or hide in POS or just don't see a combatant, and POS are off limits for attack protected by concord(so you still need to War Dec for that).
So at maxim short term damage you could lose a ship or 2.. any op of any size will have combat help near by and anything under that can quickly dock

OP's idea sucks. Why? Because it takes literally less than 20 minutes to make an alt that can fly a bestower. An alt in a newb corp. If these changes went through, if the pirate really wanted your ore he would just have the neutral hauler run off with it. |

I addressed that idea early with large standing hits with the faction or concord, by representing your entity badly they will not longer tolerate whether they are NPC or PC.
