In terms of capital combat (fleet vs fleet) is there a recommended RR Carriers to Dreads ratio?

Someone can probably give better answer, but for sure it depends on the amount of ships involved.
While the above poster pointing out that you cant be repped in siege is obviously right, he didnt check the info on the siege module to find out that it does infact have a limitted time it is active. The smaller the fight the larger the chance you can come out of siege before killed, the more useful carriers are.

When you're called primary you have really low amount of time before you say hello to world in your egg. True, in very small fights (5vs5 caps + support?) when incoming dps is not 30x more than your tank can handle it is possible. I wouldn't count on that ever tho.
Carriers main role in capital fights is to maintain our support fleet healthy and help in killing opponents support fleet. I don't think there is something like dread to carrier ratio, as their numbers are not linked together.
Edit: Well actually, if fight is big and will last long, there is chance dreads will run out of fuel and then carriers might count as their reppers. Don't count on that happening often too tho.

Usual ratio seems to be approx 1 carrier for every 2 .. 3 dread. No idea if this is considered ideal. It just kinda happens when FC asks dread >>> carrier > everything else.
Theoretically it ofc depends on the size of fight. You want enough carriers to be able to RR same amount as your opposition does dps but once the number of capitals on the field is 50+ it no longer matters, then only the number of titans and dreads counts and carriers would be dealt with later.
