I'd leave the sisters launcher off if you are fitting a point. If you are just *****ing KM's some long range ewar would be a better choice. And if you are expected to tackle you might want to suggest to your gang/fleet that you work directly with an inty pilot instead.

Helios is best surprise tackler, IMO. With 5 mids and 3 lows it can mount a surprisingly strong tank (about 9K EHP, 11K vs explosive, which is what warrior IIs do). This puts it up in a range normally reserved for AFs and with an afterburner it can tank well enough to survive unless your gangmates are clueless or you're tackling one target out of several at a safespot, which I wouldn't suggest doing anyway.
The Buzzard lacks the grid and the slots to even come close - you can push about 5K EHP (7.1K vs explosive) and you still need expensive fitting mods to get there, so it ends up costing about the same.

Make sure you don't point the wrong ship and you will live moar than long enough for the gang to get there. And since the probe changes all the sisters launchers are good for are tight fits on recons so don't bother using one on a cov ops.
