The thing is though, it's much less than 95% of the game who think they should go away, and much more than 5% who like that suicide ganking is still viable and profitable. I could be a smart ass and simply translate that as "I like PvP without consequences" but that's pushing a bit far.
Let's ask a few questions:
Do you think highsec should be 100% safe from PvP?
Yes? go play a different game that isn't as PvP focused.
No? Ok... next question.
Do you think PvP should have no consequences to income and kb ratings?
Yes? Go play a different game that has no consequences for PvP.
No? Ok... next question.
Now... If you hold there should be no total safety but that PvP should have real consequences then how the hell can you support "free" PvP via insurance fraud?
If the insurance payouts for concord interventions are removed, this will *NOT* remove suicide ganks in highsec. You have those that make damned good incomes from the salvage and loot that they get from ships they take out by doing these tactics and that style of play (and yes, it actually has STYLE to it) will continue but only by those both skilled and willing to take the actual RISKS involved in PvP activities in this game.
The bunk excuses for "needing" insurance payouts should take a powder. If you want to get into PvP in this game then it should COST you when you lose and PvP against concords rules is a 100% loss situation -- unless you are very, VERY smart about it and very talented/good at what you're doing.
This style of play should be considered one of the more advanced forms of game play and not mixing in the drooling idiots with those who really do have skill at it. Get the moron factor out of there and let this area show off those with the skill and will to play this way.
tl;dr -- get rid of the 'freebie' no consequences for PvP aspects of this but don't remove the style of play.
