There obviously is no right answer to this question. The closest would be "enough DPS to take down your target before you go down yourself".
In a solo situation where you are up against 3-4 people, you should probably lean towards more tank and make an effort to make your tank matter. If you face a blob, you will die regardless, so don't really lament on that. A minimum of two damage mods, though...For a BC you should aim for 500-600 DPS delivered (theoretically), 800-900 in a BS. The only way to get too much dps is when you multiply your current dps with 1.21 Giggawatts when you overheat.

It completely depends on your role/ship. In general higher damage is good, but ECM, damage type, tracking, speed, and so on imo generally outperform raw tank or dps. I can only think of a handful of times where 10% more tank or DPS on any given ship would have changed the outcome at all.
That said, here are some ships I fly regularly:
Sniper Mega: Tank: 96k buffer tank with a RR Long Range: 246 DPS @ 150k Short Range Ammo: 502 DPS, includes a flight of warrior 2s
Mid Range Arty Cane: Tank: 43k buffer, no tank Long Range: 329 DPS @ 54k Short Range Ammo: 505 DPS @ 15k
Projectile Cane: Tank: 37k buffer tank, no tank Long Range: n/a Short Range Ammo: 816 DPS @ point blank
Vagabond: Tank: 26k buffer tank, no tank Long Range: n/a Short Range Ammo: 570 DPS @ point blank
Sniper Muninn: Tank: 26k buffer tank, tank comes from logis Long Range: 269 @ 105k Short Range Ammo: 407 DPS @ 29k
Skirmishing Rapier: Tank: 26k buffer tank Long Range: n/a Short Range Ammo: 272 DPS @ point blank
This is without overheating or implants, no silly faction mods but fairly high end gunnery/ship skills. As you can see, I tend towards gank over tank, but each of these ships has appropriate points, webs, and speed for its role. Each of this ships is a gang fit as well, because I don't do much lowsec "piracy."
Also, as others have said -- your dream ship will almost certainly only be a prized killmail for someone very soon. Super expensive solopwnmobiles rarely break even on kills before someone pops you.
