Would be an interesting project. People who gank are equally susceptible to being ganked themselved. While the gankers battle it out, the lone guy is doing all his trading and mission stuff. However you would be best of with a few mates (Oh noes i have to socialize) when missioning and such, which in turn would make these tasks much more profitable. It will be the renesance of T1, and will give nuubies alot of oppertunity from day 1. Keyword is friendsip and social bonding will get you what you want, not just a 3 year old char with 1337 marauder skills.
Yeah lets do it, WoW has cataclysm, EVE has concord collapsing.
How do you think it would look like? Pros and cons?

EVE would drown in carebear tears and the forum would be full of people ragequitting.

Yep agree with above.... most of the players would leave...
as much as PVP'ers in general believe that this game is only for PVP the reality is that there are more "Carebears" than there are PVP'ers, so ok lets say they left.... who is going to build the ships? and who are you going to suicide gank now? :p
Pro's - Massive scale griefting in high sec...
Cons - no one to grieft/Suicide gank

Highsec would be pointless, 80% of EVE would be griefed out of the game and you'd be back to struggling to break 5k peak users.
edit: and just to remind you, there is still no divider between posts and sigs.

I wouldn't make sense RP wise for Empire space to not be heavily policed.

the game relies on industrialists to make ships and items. if they cant get out of station without dying you cant buy anything. the game would fail.

Players would leave, alts would be cancelled. Because there would so much more to do with just one character. Oh and who said only carebears build things? I see carebear pvp'ers also. They tend to amass in huge blobs, and usually fail engagements where numbers are even. Things get built in 0.0 too you knows :)
I want this, i want concord to disappear, it will definitely bring people more together.

Would crash the population, kill many popular playstyles and make grouping mandatory instead of an option. Not to mention the ganking groups wouldn't allow just anyone to join, so many players would be forced to stay docked permanently and quit.
This is the kind of thing, that might be fun for a day or two, but gets old really fast. The ones getting ganked will leave fast and the gankers will get bored soon after the prey has left. Interesting even possibility, but crappy gameplay design.

There are so many stations in eve, they cant be camped all at once. And if they do, like i mentioned in OP, the campers/gankers would just be a target for other gankers. An equilibrium of relative security would emerge based on these principles, think of it as a type of NRDS.

Errr..the bigger roaming group would kill smaller groups. Undocking any station in any ship would be a nightmare.
so being in a smaller group/solo = carebear? Some stupid comments above

I would like it as in-game event for a day or more. Like WoW had before the Lich king addon, where everyone could become zombies and go out cleaning the major cities. It could be RP event, when CONCORD databases are hacked and ships put out of line (by Guristas/Angels/third party - I only don't know if it is by the rules of EvE background). I bet there would a lot of pirates coming to high-sec for some blood and there would be enough RPers and high sec people that would create a temporary defence structure against pirates. Could be 3 or more days of anarchy in New Eden.

We already have 0.0. 
But for arguments sake, Jita will cease to be the trade hub it's now.
Motsu will light up for a week in a big, big red blob on the map until all the mission runners and "ninja's" get "the message".
When mass mayhem calms a bit down after Concords collaps, and a massive amount of mission runners, rookie corp huggers, miners and haulers have left the game, those left behind will try to group together. Claim systems as their own. Probably around high quality level 4 agents.
With no law whatso ever, EVE will slowly grind to a halt. The market will collapse. Trade will die a painful death.
Only one good thing will happen. All macro farmers will have a very tough time, and probably stop polluting our game, since there won't be much money to be made out of the handful die-hards that are left behind.
Then CCP will fold and we finally all can
go
back
to
wow.

People might have to play together to up chances of survival and enjoyment.
In a modern MMO this is totally unacceptable.
Playing with other people? LOL you ***git I'm only here to undock and let 100 people see that I'm in a really cool navy raven I bought from some site. o wait.
tl;dr once fails, loners, idiots and the friendless left the game, all in all it would be pretty good - would give apoint to corporations being diverse..
Want to produce high end ships? need to mine ore? make sure you bring a combat escort to protect your miners, stay aligned.
much more fun than using miningbot9000.
But who plays a game to have fun in this day and age.

The risk is what is supposed to make this game fun. But concord really removes this element to a great extent. Concord turns this game into grinding, to be able to afford tech2/3 so you can be welcomed in 0.0. With no concord, you T1 stuff will suffice what matters then is your approach to the game, and the bunch you play it with :)

you are assuming carebears are the only ones who produce stuff and make a profit. that assumption is wrong

2 oh we have builders in 0.0 as well sorry but they will never match empires sheer quantity
3 might as well forget caps as no ice mining anymore(not a bad thing)
4 CCP lasts a month afterwards due to no income
