Since the latest Dominion Patch, EVE appears as if it's paying tribute to Atari. I have jagged lines, HDR won't work, and AA settings just seem to fail. I have an eVGA GTX 260, 196.21 drivers, nHancer 2.5.7
I have tried defaults, re-installing drivers, re-installing eve, removing nHancer and working through the nVidia control panel only. All to no avail. It's frustrating since EVE really does look terrible.
Any ideas?

Version 196.21 drivers have known issues. There is a beta release for 196.34 that I'm currently using that fixes some 196.21 problems. They can be found at this website.
For some reason we cannot have HDR and anti-aliasing on at the same time. I disabled HDR, but I have all other settings enabled and at maximum with my 9600 GT. I still get framerate greater than 75 FPS, so I set my present interval to default. I have the resolution of Eve set to 1440x900, the maximum for my monitor.
To force anti-aliasing with HDR off you need to go into the NVIDIA control panel and go into the "Manage 3D settings" section. In the "Program Settings" tab, pick Eve Online. You need to override the application setting for anti-aliasing. Below that, you can pick the amount of anti-aliasing you want. I have it set to 16x and the game looks great. The setting of 16xQ should work fine with your graphics card since it is substantially more powerful than mine. I also have anisotropic filtering set to 16x.

EVE and AA never were best buddies. Always trial and error, because CCP does not support AA.
I am getting used to the jigsaw puzzel.

Disabling HDR in-game and following my steps to enable anti-aliasing makes the game look great. Just max everything else, including color depth and depth/stencil format.

The only problem with the 196.21 that was fixed with the 196.34 was that you could not overclock your card.

edit: reinstalled the 169.21 drivers after trying the beta ones, and a reinstall seems to have helped, oddly enough. now I get AA + HDR with nHancer!
odd though, i can only use supersampling... any other AA mode makes glittering white dots around asteroids (ie. login screen) which the HDR then takes and turns into glowing supernovae...
Somehow, I haven't seen nHancer before. I suppose I could give it a try and see if I can get HDR with AA. I have always played with HDR off to get AA, before.

All but two AA+HDR compatibility options don't work with the game, and the two that work cause large white dots for me with multi-sampling as well. Super-sampling does work well, but even at 2x2 it causes way too much of a performance hit. It takes me down to a frame rate of around 30 just inside the station. I use a 9600 GT, but I'm planning to upgrade significantly within the next half year.
In the end, I have decided to stick with HDR off with forced multi-sampling. Only high-end systems can have HDR+super-sampling work well. I don't think the OP's GTX 260 will even cut it.
