Im a Gallente pilot that mostly PVP's and run Lvl 4 missions. I am looking to branch out and Im having a hard time deciding between Amaar or Minmitar

I thought when I first started playing that I would be choosing to fly Amarr once I got to a point where I was ready to cross train. After spending some months in the game, that started to change a bit. I'm not saying I'll never fly Amarr or that they are terrible ships or anything like that, but that Minnie ships appealed a bit more to my style of play in some ways.
One advantage to Amarr is they're armour tankers like Gallente, so you will already have useful skills in that regard for L4s. The other advantage is no ammo used for lasers, unless you use T2 crystals that eventually break.
I found the Eve Tribune articles useful when looking at the different races BS. In the end I think consider your playing style and see if there is a ship that fits in there somehow.

Train Minny if you want to do small fleet/solo pvp. Fly Amarr if you want to do Large fleet ops/0.0 Sov circle jerking. Can't really make a bad choice though with either.

Amarr has the best and only Logistics ships that works in large scale fleet ops. They also have very useful support skills in groups as mentioned above.
Minm are essentially speed tanks and do very well in solo pvp as well as dps for larger fleets. There is an insane ammount of training required before Minm get to the same level as the other races since you need to train both guns and missiles, shield and armor tanks.
If you let us know what you want to do, our advice would be more helpful.

I mainly PvP in small gang but lately i have been having fun running lvl 4's

Not quiet right. We have a lineup of armor tanks so you can skip shield skills, and skip most missile skills too: L1 Rifter/Thrasher L2 Rupture L3 Hurricane L4 (I do not do L4 in armor tank battleship so I have no idea.)
And of course once you have armor tank skills, you are all set for PvP too.
Basically if you want to fly matari armor tanks: Guns
or
Guns+Missiles
or
Guns+Drones
or the insane asylum route
Guns+Missiles+Drones (Rupture and Hurricane)

Edited by: Dusica on 09/02/2010 18:06:32 Amarr BS = blob. Minmatar BS = small solo pvp second best in blobs as well ( dont need cap support like tachyons do ). Best overall pvp race by far. I would say that maelstrom generally is better lvl4 missioner then abaddon as well.
Since you are galante they cross train into Machariel and Vindicator and other smaller ships but amarr side don't. So your choice is clear go Minnmitar.

I'm also a Gallente pilot originaly . I trained to max out the cruiser class stuff and put a long time into it .Maxed armor skills , all gun supports at 5 , T2 ogres , etc, etc. One day I realised , I could sit in an Amarr BS very well , very fast . I think it took 14 days to be able to fly a 1000+ DPS Geddon with BS 4 and large Energy 4 . Switching to Amarr is the fastest crosstrain a Gallente pilot can do IMO , and very much worth it.
To be equaly good in a Minnie ship would take 60 days or more for most people .Cruiser 5 for the good stuff , then missile and shield skills . Torps 5 for the Phoon .... you get the idea.
