Which weapon type has the longest range? I want to create a sniping ship for fleet battles.

Rokh,apocalypse with rails. you will get the longest range, both have range bonuses. Even a t1 fitted rokh can get some longer ranges than some ships that would have to fit t2 turrets to even get close.

Generally, ignoring ship bonuses, range goes (from long to short optimal) : railguns, beam lasers, artillery, pulse lasers, blasters, autocannons (with the mention that arty/AC have very long falloffs). Sadly, the DPS potential goes more or less in a very similar order, just backwards. Since most optimal range bonuses can be found on amarr ships for lasers and on caldari ships for hybrids, the best weapons to use for sniping are either railguns (on caldari or gallente ships) or beam lasers on amarr ships, depending on what you want more of, range or DPS.

Most 0.0 alliances know that people fly different races, so assuming you get T2 arties/beams/rails and BS IV (assuming caldari or amarr), you should have no problem with the ranges, no matter which race you train for.

Total comes out to 292km optimal + 65km falloff. (with all skills at V) Note that it cannot actually lock over 112km. so take this as a pure theoretical limit.
Lock range is the true range limit of EVE. it's hard capped at 250km.

I've nothing to add but a question.
How about Missiles? The OP asked about "weapons".
I'm not a big missile expert, though I've flown a Caracal but my understanding is that such as Cruise Missiles have a pretty good range. I just don't know how they compare with other weapons.

Railguns on a Rohk are the best; you can get reasonable DPS right up to 249km with long range T2 ammo. All your slots will need to be full of tracking computers, sensor boosters and damage mods though. Maybe a limited armour tank and afterburner/MWD with high skills.

Cruise missiles go insanely far with just basic skills, but the OP referenced sniping...they're fairly terrible for out and out sniping, primary/secondary/tertiary will be long dead before the missiles hit.
