Hi
I was wondering how the electronic warfare drones work?
For example do you need all 5 of them to have a good effect on the target. Or, can you mix them up a bit and have like 2 target painter drones and 3 ecm drones?

Alright, since no one has posted I'll bite.
The idea behind E-war drones is that you don't have to use your utility/tank slots, your cap, or bother with CPU/Powergrid fitting requirements. The trade-off is that E-war drones are SLOW (anything faster than 1000m/s can outrun them and they won't activate until in range), they are generally weaker than a single ship mod, and they can be killed (via smartbomb, other drones, etc).
Due to their shortcomings and the general player focus on "KEELZEMALLWITFIRE!!!!", E-war drones are heavily underused. This doesn't mean they are worthless however. Quite the opposite. You simply have to know how to use them and when to use them. And when used properly they can turn the tide in a [small] engagement.
For example: the EC-600s, an ECM drone, by themselves look weak. Weak sensor strength. Weak jamming strength. Usually, the chance that they will be successful in jamming the target ranges from 10% to 15%. This may not seem like a lot... but keep in mind that you have FIVE drones, each with a 10-15% chance of jamming the target. Add it all together, you have between a 50% and 75% chance to jam the target up per cycle. If you are lucky, you can keep the target permanently jammed throughout the engagement.
So to answer your question: yes, you need all 5 of them to be decently effective as they are individually very, very weak.

Well, what kind of drones were you talking about, there is two basic types of e-war drones. The ecm, and the rest; the ecm work on chance to jam a target while the others will always work. But they apply to stacking penalties making them somewhat useless. Now I am not sure of the math of the stacking penalties to give you numbers to go with that claim off the top of my head. But what is generally said about them such as the TP, TD, and web drones is that it would be more useful to fit the mod and use damage drones.
Now they might fill some niche here and there but compared to damage drones they are kind of pointless. I had a Friend who flew a torp raven, and instead of using regular drones he had 3 heavy TPing drones so he could fit more tank instead of a TP, he did this for station fighting so it seems reasonable, outside of that i would not recommend it.
The ECM drones like i said are chance based like the ECM mods, so they will randomly jam the target. People use these as a wildcard and can turn the tables in fights, but it is luck based and you can not really bet on them.
I hope this helps.

is there any way to increase the drones effectiveness either with modules, rigs, or skills?

subjective opinion on ECM drones: overpowered ;p
They are GTFO option in 1v1 combat, especially flight of smalls or mediums.

Well, yes and no. They're pretty powerful, sure. But then, I'd put 5x Warrior IIs fairly even with 5x EC-300s. 6x Hammerhead IIs is 160dps or so, which is a noticeable amount to pass up.
In 1v1 they're very powerful, but as size of engagement increases, then IMO they start to lose out to just having more firepower in the first place. That includes situations where you're in danger of a response gang, because there you need to kill and run, so killing faster is good.

is there a trick that involves constantly launching the drones to get a jam? i swear i've seen people doing it but i've been too busy running off the second i see them launched to stick around

There used to be. Pretty sure it doesn't actually work any more - scoop/relaunch now only serves to stop you locking and killing them, because they're fragile.
