HAM Tengu with rage missiles, couple range+flare rigs, faction BCS, small deadspace shield booster, couple kinetic and/or thermal hardeners and one or two painters simply obliterates anything guristas/serpentis. With a 6-launcher setup you can get >800 dps rather easily this way. Faction/deadspace pimp your afterburner + fuel catalyst subsystem for extra effect.
It is an ideal 0.0 combat exploration ship, at least for Guristas, with the exception of sites with neutralizers you can't dispose of quickly (or excessive webbing right at pocket entry outside of HAM range, like the Gurista Fortress complex, in which case you switch to HML for that one).
Ammo usage is hardly an issue, kill six battleship belt rats and you just earned more than your hold's full of new ammo. Yes, you need to target and shoot frigates, which means you spend another 1 or 2 minutes on a pocket. In return I don't have to babysit drones when extra stuff spawns (standard behavior in cosmic anomalies). Furthermore, I find that one pointer cycle nicely matches with the popping frequency of elite frigates.
CNR is nice if you value the small fraction of extra DPS it probably gives you in L4 missions, while sacrificing agility/speed, tank, and general excitement. Oh the Tengu permatanks things like final 8/10 Guristas complex room aggro, because of the cruiser+resist+speed thing... with small deadspace shield booster + rest T2 if you wish.
Which one is ultimately better is not a matter of comparing DPS figures and rdawing graphs. For 0.0 exploration work I'd never want to use a CNR.

You can't tank a full aggro with that.
You actually can, especially against kinetic or thermal rats, because it is a cruiser with all the tanking advantages that come with it (speed and sig), including very high kin/therm resists when an amplification node subsystem is fitted. I see people tank final 8/10 Pith complex stages with all T2 except for a small deadspace shield booster without any problems.
So in a lot of cases is it very easy to overtank the thing.
Battleships soak up more damage because they are slower and bigger, so they need more boost to compensate for lost HP.
