Not really, his excess isk will only be 2bil or so: which is not the total value of the prizes. Unless you were an idiot theres no reason why anyone sane would scam when you can make this amount legit.
Can I suggest however to the lottery Holder that they use Chribba's free API DICE tool, it will give your customers some more security (it costs money to use the 3rd party services on random.org and without it you can just make up numbers) Theres no reason not to use it and you'll probably sell more tickets as not many people recoginise your 3rd party.

Not a scam at all. That's the way a lotto works. The organiser gives exact numbers about how the lotto works and it's up to the buyers if they like the odds. As soon as a lotto pays out more then the price of te combined tickets you get smart people just buying up every single ticket.
Also the risk of not selling all tickets is for the organiser.
