My understanding of the term instanced content has always revolved less around content only opened for specific players and more about the fact that it flashes into existence when needed and out of existence when it isn't needed. Mission content would certainly fall into this definition, being non-static areas. Just because other players can join in without consent doesn't make the content non-instanced, IMO. Furthermore, I'd assume the goal by doing missions like this is to decrease server stress (by not having a bajillion deadspaces open 100 % of the time) and allow many people to do the same content simultaneously, these are the same goals that instancing is intended to achieve.
