I wouldn't say that...
They have an annoying habit of showing up when you're doing perfectly legitimate things like teaching haulers to fit a tank.... In the interest of public safety, and for the benefit of industry and trade, Concord should go buy doughnuts in Yulai instead.

Default settings: Blinking red is "at war" or "has temporary kill rights"; can attack without CONCORD intervention. Solid red is "global criminal" or "very low security rating"; CONCORD will intervene but pilot is known not to care.
