Is there a list of what is allowed and what's not?
I know you can pay in-game ISK for website hosting and Killboards, but is that it?

What other sorts of services were you thinking of? You can pay for Vent server hosting too.

I don't think there's anything that's prohibited. As long as someone accepts ISK as the payment it's all good.

As a slightly related question, does anyone know what the going rate for hosting a vent server is? I have access to some spare server space at work that I could use to pump in the ISK.
I was thinking 10mil per user per month (or in other words 100 mil/month for a 10-slot server). Is that too much or not enough?

Check the Sell Orders forum. Services like that will have threads there so you can check their rates (be sure to browse a few pages on that forum, it is a very active section).
