I set this fit up before Dominion and haven't changed it. I know there's a better all-round mission runner. Wondering what it is.
Current:
4x Arbi Cruise 2x 1200mm Scout 1x Heavy Nos 1x Remote Armor Rep (for the drones)
3x Cap Recharger 1x 100MN AB
3x 1600mm Rolled Tungsten 2x EANM II 1x Named Large Repper 1x Damage Control II
5x Hammerhead II 5x Ogre II
no rigs
Typically I use the big guns to snipe incoming frigates. Then I turn them on the larger ships. I use the plate to give me time to sc**** off said frigates in case I need to warp out. I'm usually cap stable running the Nos for both the AB and the repper.
Currently this setup is a bit soft. Armor resists in the low sixties for KIN, TRM, EXP. Resists in the eighties for EM. I've had the tank broken a couple of times and needed to warp out. The damage output is so-so.
Any ideas for a nice tight all-round fit would be appreciated.
Also, typically am I better off upping the resists or adding buffer?

Drop the plates, the DCU and the EANMs, the buffer and omni resists are not as useful in missions as specific resists are. Instead, fit your lows with 4x Mission specific hardeners, 1 x LAR II, and 2 x BCU II.
Mids are fine.
Highs are not too bad, consider dropping the nos and rep, and instead manage drone aggro correctly and fit CCC rigs, then place a couple of extra guns if you can fit them.

well....ummm yeah.
I haven't been arsed to actually swap out for the extra launcher yet. But yes... 5/5 use 5 launchers.

Here is the fit I use. You will need the rigs to make the tank work and cap is only stable with good skills and the afterburner off. It needs some active steering to get through the missions, particularly aggression control and target calling. The three 720s are used mainly for sniping incoming frigates and destroyers. I prefer sentry drones over heavies as the ship is a long range fit. Example has hardeners, drones and ammo speced against Angels.

but also the tracking comp changes. so cruise and sentry, or ac and afterburner

Interesting reading- maybe I can get some advice here: I played Eve for 4 months back in 2007 and left because I got fed up being podded. I started back again about 2 weeks ago with my same old character- and decided to stick to PvE for a while.
Now I have a Typhoon and cannot complete lvl 3 mission The Blockade.
I have tried armor tank and shield tank and with both I can fly around for 10 minutes at a time taking out all the frigates and cruisers, but I cannot kill the Arch Gistum Centurions! they just soak up my missiles indefinately. I have tried warping in close (30k) and have to leave after a few minuted being swamped with heavy missiles. If I standoff and stay at 65k my cruise missiles typically do only about 15-20 damage each- the Gistum centurions just soak it up. Any ideas?
Here is some log from my last attempt: Your Cataclysm Cruise Missile hits Gistatis Praefectus, doing 364.0 damage. Your Cataclysm Cruise Missile hits Arch Gistum Centurion, doing 14.6 damage. Your 1400mm Carbine Howitzer I misses Arch Gistum Centurion completely. 1400mm Carbine Howitzer I misses Arch Gistum Centurion completely. Your Paradise Cruise Missile hits Arch Gistum Centurion, doing 9.8 damage. Your Cataclysm Cruise Missile hits Arch Gistum Centurion, doing 14.6 damage. Your Wrath Cruise Missile hits Arch Gistum Centurion, doing 20.5 damage.
most recent fitting attempt: 3x malkuth cruise 2x limos cruise 3x 1400mm carbine howitzer (Also 5 heavy combat drones- good for the frigates)
F59 shield extender M51 shield regenerator Large Shield booster ll Explosion damping amplifier
4x mark 1 generator diagnostic system 1 x basic shield flux coil 1 x power manager 1 x suitcase
This gives me: Shield 9545hp recharge time 786 sec 5 Minutes of cap with the shield booster running - in 'the blockade' I run the booster till cap is down to 50% and then let shield damage build to about 30% and this way have been going on indefinately.
Any help/comments much appreciated.

Quite simply, you are using the wrong boat for a level 3 (plus the fit you are using is pretty sub-standard). The Large weapon systems you are using are simply too large / have too poor tracking, to keep up with the smaller rats in level 3 missions; hence the reduced damage
Get a Hurricane, train up those armor tanking (Aim for Repair Systems 4, Hull Upgrades 4/5, Mechanic 5) and medium projectile skills (look at getting at least Medium Projectiles 4, with a goal of level 5, with all gunnery support skills upto 3/4). Also look to get Tech 2 small drones (if you haven't already), which will tear through those pesky frigs.
With these skills being trained, you'll rip through level 3s easy, and those skills you have trained will also help a lot when you are ready to take on level 4s in a Typhoon .

Flown correctly. With the right skills you should be able to do The Blockade level 3 in a battle cruiser. I've done it in a Jaguar.
But on to your fit: No one I know shield tanks a Typhoon. All those low slots are just begging for plates, hardeners and a repper. The number of diagnostic mods indicates that you haven't trained up enough to fit the phoon anyway. Weapons upgrade skills and advanced weapons upgrades would eventually make it so that you could fit those guns without wasting your low slots on fitting mods.
In addition to The Blockade being a difficult mission if you're unprepared, the phoon is a difficult ship to train for. Many people will tell you that you can't get the best out of it with less than about 20 million skill points. I agree.
Split weapon systems are always challenging. With the phoon they're split three ways: Guns, missiles and drones. You don't mention drones in your post but they're key to getting the full benefit of this ship.
Someone suggested that you take a Hurricane into The Blockade. I'm sure that would work. Cyclone works too. Take either ship put some arties on it (not the biggest ones, they won't fit with your skills), read the survival guide, and stay at range.
You should be fine.
