If you've got the drone skills for it, use the arbitrator. Otherwise, one of the laser cruisers with a nice tank and small lasers, I'd say. Going for bigger guns might LOOK good, but unless you use most of your slots for modules that enhance tracking and for webs and stuff they won't actually HIT the frigates that are most of your opposition in lvl2 missions. arbi or harb are really your only choices

For level two missions?
For level two missions you want a super tanked out maller with a bunch of medium (small) guns.
A passive shield arbi is probably the strongest amarr cruiser, but i think a maller with frigate guns is still best for level twos, just because by the time you can fly a battlecruiser or even have enough skills for a strong arbi fit, you should be doing level 3s.
If you are just trying to do level 2s for faction and have the skills to fly one then an AF is probably best.

Amarr Navy Slicer ftw
I burning through lvl 2 in CALDARI space with mine..
High: 2 x Medium Pulse Laser II
Medium: 1 x 1mn Afterburner II 1 x Optical Tracking (optimal range script)
Lows: 1 x DCU II 1 x Small Armor Repair II 1 x EANS II (or rat-specific) 2 x Adaptive Nano plattin II (or rat specific)
Riggs: 3 x CCC
Have somewhat small opt with scorch (25km), but it packs some heat and is cap stable with all running. Goes over 1000 m/s so aint easy to hit for the rats..

I wouldnt go Arbitrator if he can use harbringer. Harbi basically offers same ship speed but more dps. Means faster mission completion. Perfecting some Harbi skills will also help you on lvl 3 missions.
Go something like this (t1 version if you cant fit t2) http://eve.battleclinic.com/loadout/26433-Harbinger-a-better-lvl3-mission-fit-harb.html Seeing as 40 people +1 it, it cant go bad.

Pff, if you can use all that you will be flying lvl 4 not 2!
What i started lvl 2 in my Harbinger with was:
7 Heavy Modulated Pulse energy beams (with radio and multifrequency depending on range) 1 salvager
Ys-8 hydrocarbon afterburner 3 cap rechargers medium armour rep 2 mission specific hardeners 1 dcu II 2 heatsink II
and 3 capacitor rigs.
gave me capstable so i didnt have to worry about a thing. worked fine even in lvl 3 as i upgraded one capacitor rig to an armour rep rig. and blown through them without much worry.
You dont need tech 2 guns for lvl 3 even so asking someone to get that is silly. heck the harby is afk proof almost in lvl 2 even with just blindly shooting everything with that setup. and it teaches you to handle it so lvl 3 will be a breeze as you know how fast it turns, moves, how fast it takes to warp what ranges you hit at.
Dont go overboard and demand tons of tech 2 stuff (yes my build has some but i had the skills since those are easy to get).

Uhmmm yeah, basic omni tank. Permaruns with only 1 armor repper going. It's a drone boat, but you still need something to pull aggro.
EDIT: Good thinking on the passive shield tank. I tried but couldn't get the invuln field and guns cap stable.

I don't recommend the Maller. Drones work wonders against frigates and the Maller has no drones. Simple as that.

Navy Omen smokes level 2's. I used one and it was great, can even use it for some level 3's also.

A Frigate with good/maxed skills and a bit of research are all you need for level 2s ... mostly Frigates in there, with sometimes a Cruiser, I do those in a T2 fitted Hookbill at the moment, but I did use my rocket-Condor for the lulz (rather hairy with a Condor, it's the lowest caldari frigate, no tank and only 2 rocket launchers). <~ sig starts here

Are the guns even worth looking into making capstable? I have a pst one in my exploration boat, it's cap stable with AB on with two SPR and a CCC rig, with two LSE/invuln/purger rig it's handled amarr space l2s fine and pretty fast. I couldn't fly lazers back when I was doing amarr grind so I can't compare it to a Harb, but it seemed reasonably fast with just drones.

Maybe it's just me but it wasn't that hard. Way too often people rely entirely on SPRs even though PDUs are just sitting there begging to be fitted. Sure, they're not as effective but they definitely get the job done -- without the drawbacks. Cap stable at 45% -- my skills -- and looks to be quite easy on fitting:
