Ok, ive heard several versions of how the nos works after the changes, its been a good while since the changes, but something cam up that makes this relevant for me.
Theres mainly one "theory" i want to dismiss with 100% certainty.
Ive been told by several ppl that the nos will allways give the user energy, but not drain the target unless the targets capacitor is higher than the user.
I know that it will not drain the target unless its got more cap than the user, but whats got me confused is that some ppl say that it will allways give the user cap, like a cap recharger as loong as its activated and in range.

IIRC yes the way you first described NOS is true, but when you say ' it will always give the user cap, like a cap recharger as long as its activated and in range' this is true as well, just with npc's (mission rats) If im wrong I'm sure someone will be along to correct me.

Nos always work on rats.
Nos only works on players if your capacitor level is lower than theirs. wut |

NOS is actually useful these days in PVP to be honest.
Almost everyone fits neuts now. Neuts drain more cap from thee target than they cost to activate. So if you run into some guy and he starts Neuting you, then turn your NOS on and now you will keep both of your capacitors at the same level. This means he'll run out of cap almost as soon as you do if he doesn't turn them off soon enough.
I fit Neuts to stop inties and AF's dead in their tracks, but if I have a second or third utility slot, then I almost always toss a NOS on there now so that I can make sure my guns will still fire.

Another question for you experts.
Will a Nos always drain a set amount of cap or will it vary? For example, if you are in a frigate with 40% cap left and a battleship at 30% cap activates a Heavy Nos II on you. Will the Nos drain the fixed amount of 120 cap, thus leaving you with an empty capacitor, or just the difference of 10% of your cap?

It will only drain up to maximum allowed. If the capacitor-% happens first then it will not drain the full amount as listed in nos info. In other words, it is impossible to empty an enemies cap by using a nos.

NOS works well if you're smaller then the target. NEUT works well if you're larger then the target.
Using a NEUT on a smaller ship will drain its cap quickly turning off MWD (at the very least) and possibly point/AB/scram/web. NOS against a larger ship will keep your point/web/AB running (not MWD) so you can keep the tackle.
So NEUT is excellent in getting rid of smaller stuff. If you however let it close on you so they can use NOS they will be able to keep their point on you unless you can somehow outrun them.

NOS works very well on a PvE passive ST Ishtar with the lows full of SPRs. Nos the last BS you want to kill if you're ratting.
It's amazing how some still useful after nerf modules and ships no longer get talked about. When was the last Falcon thread?

They're just like mini-neuts; they drain their target's cap but you get none in return. So would it be a good idea to fit a nos on something like a t1 frig that has to get into neut range to point? Would a small NOS be able to pull in enough cap from something using heavy neuts to keep point going?
