I think the solution is to give all of our money to pirates without making them actually rob us to take it. After all, pirates are cool, so they should have all money, right? Yeah... something like that. I bet if you send a pirate 5 or 10 million just out of the blue, he'll let you right on by if he ever sees you at a jumpgate!
