First of all, it's by characters. A lot of players have alts. They lower the average. Secondly, it doesn't include corp wallets because those are typically shared, and not personal. However, some people have their own one-player corporations, and keep their ISK in the corp wallet. For example, none of my 3 characters have any money to speak of in their personal wallets. Third, it doesn't include assets or money tied up in market orders. ----- 'In Eve, as in real life, if you are bored it's your own fault.'

Speaking as someone currently working with about 45b and a semi-passive income of around 700m a week - which I'm sure seems like a lot to most people - I'm not even close to the 'rich' people in eve. Is with RL money isnt everything and you can be exteremly rich without having a penny. The richest person in Eve is Chribba, as hes one of the few people that has the respect and trust of the entire community, and is humble to boot.
