Overall, I think it takes more skill to roam place and find a fight (finding a gank is p. easy to do - keep going long enough with a fast ship and a point, you will kill something without all too much effort). Finding an actual fight, however - a fun one - can be very challenging - avoiding the massive gangs who are trying to hunt your gang down if they can, finding a gang of comparable size, getting them to engage as well without docking games ... that takes a lot of skill.
Conversely, just sitting on a gate waiting for something to come through is like moving from system to system in a taranis - given time, you WILL catch something but like the ranis above, you could get killed p. easily if you're not careful.
A proper gate camp - one set up in low sec (sentry guns), with logistics, remote sensor boosting, a HIC or two, huggin, lachesis and such - getting that organised enough, the logistics / RR ships swapping targets every 30 seconds as the guns cycle around people etc - keeping eyes in all systems surrounding you for a couple of jumps - that also takes a lot of skill to get up and running and maintain over a long period of time.
Both types - roaming and camping can be very "easy" if you just do the basics for a long enough amount of time but running both types well, efficiently and utilising ships properly, especially in low sec with gate guns cycling all over people and drones or a "proper" roam ending in an actual :good fight: are unfortunately quite rare.

The unbiased version of your question is:
"the ones that gank people on a gate, or the ones that travel to gank people"
There's a great number of dangers to gatecampers
it doesn't take any more or less skill to outnumber someone
the short answer is that it generally takes more "effort" in finding targets on roams, and gatecamping makes you more vulnerable
Pros for gatecamping:
People come to you Easier to scout More likely to catch people less suspecting of a gank in their future, and less resistance I find it's more fun chattin with your dawgs on vent when camping It's a lot less stressful on an FC, don't have to take the game as serious as there's less factors of "input" to worry about More targets to get tears from

Cons for gatecamping: People come to you Easier to scout you For the above two reasons, gives you a bigger bullseye Sentry fire and losing the ability to use frigs for tackling, and thus limits what you can fit/fly short distance back to gate and escape
Different strokes for different folks, the neverending stupidty of people in general assures that roaming/camping or even suicide ganking will pay off (financially and/or tearcount) in due time, so just do what you like, and save this topic for trolling the united

camping is about preperation and information.
roaming is about scouting and opportunism.
both need a certail level of skill, however i'd say camping requires less considered attention.
now if your just camping 1 gate then thats not a particularly skill intensive operation, if you are camping all the gates in a system, then thats a similar skill level to roaming imho, having scouts in place not giving away position using the element of surprise to make a person think htey are safe when they are not. thats the real skill in camping a gate.
Roams are very similar in that respect you dont want you enemy to know you r blob is coming to fight them or wou'll never get the fight
