I have been living in Stain for some while now, and have used ratting as a good source of income. The only issue being that I would like to raise my Sansha's Nation from the current -6.81 so I can do some True Creation missions and lower the amount of resources they take when I refine in the stations. What faction will allow me to do this, if there is one?

Don't kill any more Sansha Rats. Train Diplomacy skill to level 5 and also train Criminal Connections skill.
You can access level 1 agents with True Creations Corporation that have Quality -20 up to Quality 0. You'll have to grind missions for the low level/quality agents until better agents are available.
As for other Faction's that like Sansha, there are two. The Guristas Faction and The Blood Raider Faction. In that order.
Probably better to just mission for True Creations.

You can also do the Amarr epic arc and decide to ally yourself with Sansha's Nation. That will provide quite a significant boost to you Sansha faction standing.
You need at least 7.0 in standing with either the Amarr Empire or the Ministry of Internal Order corporation for this to be an option though.

I think u should have acces to lvl 1 agents, no matter the faction standing. So, a lot of patience and storylines is ur best friend. No need to train diplomacy, train only criminal connections (they don't add up). Or u could just wait and hope they introduce pirate epic arc for sansha.

Diplomacy does help with the Standings. Criminal Connections will help with interacting or getting missions from the agents.
I don't think the level 4 Epic Arc missions will influence any other Factions standing other than the Faction that gives you the Epic Arc. Jowen Datloran may be correct since I haven't completed any of the level 4 Epic Arcs and I can't say for certain if it does or doesn't.
Currently there are only 2 Pirate Faction Epic Arcs being offered.
