[SPCS] Standards of Slave Management - Public Discussion
The Society for the Prevention of Cruelty to Slaves hereby puts forth for public discussion the following proposed Standards for Slave Management. These standards represent the minimum guidelines recommended for slave owners, sellers and trainers in dealing with slaves. There is also a "mission statement" for review that the SPCS recommends be adopted by slave owners, sellers and traders.
These proposed standards will be ammended and modified as needed until a final version is approved by the SPCS at which time it will be placed into our new charter (being written now). Please note only serious suggestions from individuals loyal to the Amarrian Empire or neutral to the empire will be taken into consideration. Comments from enemies of the empire will be automatically excluded from consideration as their originating bias is obvious.
Some of these rules are carried over from Version 2.2 of the Slave Treatment Guidelines initially passed by the SPCS almost five years ago.
MISSION STATEMENT
"The purpose of slavery is primarily to ensure the offering of Enlightenment opportunities to slaves and their families."
PROPOSED STANDARDS
1. Slaves should be treated in a humane manner per the directive of the late Emperor of Amarr until such time as new directions for treatment are issued by the Emperor.
2. Slaves should be offered food of high nutritional content in the form of at least two separate meals per day. The minimum number of calories provided are:
Adult Male: 2000-3500 Adult Female: 1800-3000 Child: 1400-2000
3. Slaves should be offered mandatory enlightenment education periods consisting of prayer time, scripture study and religious lessons in a classroom environment of no less that 21 hours per week (three hours per day). The seventh day should likewise be reserved for both religious study (6 hours) and family activities.
4. Adult slaves performing work tasks for their owners are limited to the following number of hours per day based on their occupation with a maximum of six work days per week.
Dangerous (weapons testing, mining, etc) 6 hours per day Industrial (factory, shipbuilding, assembly) 8 hours per day Research (laboratory work, testing protocals) 6 hours per day Non-Labor (clerical, housekeeping, support) 9 hours per day
5. Child slaves (under 15) are limited to the following work hours per day and the following educational requirements.
Child Labor (Non-Labor support class only) 4 hours per day Religious Education 4 hours per day Prayer 2 hours per day
6. Slaves must have access to medical care at any time and must have access to medicines and procedures as required to ensure their health.
7. Slaves must be provided clothing designed to ensure modesty and uniformity.
8. Slaves must be provided housing for themselves and their families
9. In transport with lengths over three jumps (systems) slaves should have a minimum of 6.0 m3 each of space for adults and 3.0 m3 for children (14 and under).
10. Slaves should be required to bathe at least three times per week however it is recommended for slaves in close contact with Amarrians (such as support and housekeeping staff) that daily bathing be required.

11. Reasonable efforts should be made to allow slaves to remain with their family unit as a happy slave is more content and less likely to encounter difficulty.
12. Punishment by Slave Holders is permissible as long as the purpose is just in order to ensure discipline. While permanent injury is not recommended it is up to the Slave Holder to conduct that punishment he deems necessary.
13. Slave breeding is limited to twice per year with a medically advanced gestation period of six months (versus the usual nine) and should only occur in sanitary, supervised breeding facilities.
14. A slave upon the attainment of an age which renders it unable to work shall be permitted to stay with family or be freed with a pension to sustain a living standard similar to the one the slave enjoyed in slavery paid for at the slave owner, seller or traders expense. Alternatively the slave may at his choice be offered transport to the Matari border for transfer to a Matari ship for travel into Minmatar space.
15. Slave Holders should designate several senior trusted slaves among their herd to assist in slave funeral ceremonies. These ceremonies will be carried out by Amarrian clergy and will focus on the slaves relationship with God. The immediate families of dead slaves will be permitted a three day "off" period for grieving and to attend the funeral if the needs of the Empire do not conflict.
16. The use of Vitoc is discouraged in all but the most extreme cases of rebellious slaves. In the event a slave comes into service already addicted to Vitoc the guideline will be that no slave exercising acceptable behavior should be denied Vitoc.
17. The witholding of Vitoc is allowed as a control and disciplinary measure.
18. Any regulation or directive by lawful empire authority (Emperor, Privy Council, Theology Council, etc) must be followed by the owner, seller or trader of slaves and will supercede any SPCS regulation that is contrary to the regulation or directive.
SOAD PROVISION
Above all other considerations the security of the Amarrian Empire and the needs of the Empire to maintain control supercede these guidelines. Thus any measure required to control the slave population in a state of rebellion will be permitted to protect the lives and property of Amarrian citizens and the lives of other innocents including innocent slaves not in a state of rebellion. Upon the recognition that a state of rebellion has occurred the SPCS Board of Advisors will announce a "State of Animal Disorder" (SOAD STATUS) has occurred. At that time all SPCS Guidelines regarding the treatment of slaves will be suspended and "approved" slave owners, traders and sellers will not be bound by these requirements until such time as the SOAD STATUS is removed.
SPCS SEAL OF APPROVAL
The SPCS will award a "Seal of Approval" and an official logo to corporations, sellers, traders and owners who pledge to follow the SPCS Standards of Slave Management. Groups earning this approval are subject to bi-yearly inspections by SPCS investigators to ensure they are in compliance with SPCS standards. While the SPCS standards carry no official weight with the Amarrian government they are intended to allow the slave buyer to make an informed decision as to the slaves he holds or purchases.

While I doubt that this suggestion will have any application to dangerous and industrial jobs, we have often found that those in the research and some support fields (Medical-related, primarily) will work beyond our currently set necessary shifts because they become obsessed with whatever it is they're doing. We have had to tranquilize more than one Sebiestor after discovering they've gone entire days without sleep while working on a research project!
I do not feel that the current wording of the fourth rule adequately addresses these issues. I suggest that it be changed instead from 'limited to the following number of hours per day', which could be quite against the slave's wishes, to 'limited to the following requesite hours per day'. This would ensure that while the slaves could not be forced to do more work than is healthy, they would be allowed to spend their free time on the projects if they wished to. |

A small step in the right direction, still far short of the rest of New Eden, but still, an improvement at least.
When you look at proposals like this, you should bear in mind that the Amarrian mind does not consider time in the same way as we do. Their entire civilisation is built upon conservatism and slow change. Just looking at the progress of the average holder's attitude towards slavery over the last hundred years, we can see a steady progression towards complete emancipation, a process that is occurring far faster than is usual for changes of this magnitude in the Empire. At the current rate, it will take another century for slavery to finally be abolished as an institution, but it is pleasant to see a more progressive outlook taking hold within the ranks of our imperial friends.
Remember, Amarr may move slowly, but once her decisions are made, they have a permanence seldom found in other cultures. Once slavery is finally abolished, I would think it more likely to find a Minmatar proponent of slavery than an Amarrian. At least, that is my experience of the Empire.
Also, for those of you who would decry what I've said here as an endorsement of slavery, I make no such claims. I am simply a realist. I cannot foresee a resolution to the Amarrian practice of slavery coming in the near future, so, in the meantime, this is at least a start.

These ridiculous restrictions needlessly limit the extent to which the heretics' immortal souls may be saved and to which their mortal bodies may benefit the will of their owners. I consider it the gravest of sin to fail in my duty as the spiritual guide and bodily owner of these not-yet-Saved creatures. I will not allow moronic and unenforceable rules such as these to get in the way of the Lord's salvation of the heretics' souls.
God has a plan for these souls, that is why we have been entrusted with their care. We must do all we are capable of to see to it that they leave this world in a state fitting the Lord. To do anything less means we have failed as the force of Reclaiming.
I will be lodging an official complaint with the Theology council over this grave insult to the noble efforts of all true Amarrian holders to save the immortal souls of the heretics entrusted to their care by the Lord our God. I doubt they would approve of such open defeatism. If you find delivering Salvation to impure souls to be unneeded, say so outright instead of trying to slowly bring about change through appeals for "prevention of cruelty".
Real cruelty would be denying Salvation to foreigners. To stop taking slaves and reeducating them would be the biggest crime against God and humanity Amarr could ever commit. If you view eternal hellfire as "cruel", and I'm sure you do, you should realise that striving to save these poor souls from eternal suffering is the exact opposite of cruelty, even if it is less than pleasurable for them during this phase of their lives.
I take no pleasure in taking part in what you describe as "cruelty to slaves". It saddens me deeply to have to resort to such methods that you seek to forbid. But at the same time, I realise God wants us to do this. God wants us to save these people so that their sins may be forgiven. We are doing the word of God, and just because it may seem cruel doesn't mean we should abandon Him. All those heretics we're committing acts of "cruelty" against will thank us eternally for having saved them from the certain fate that would have awaited them had they not been so beloved by God as to be allowed into Amarrian slavery.

I am proud that all slaves in my possession or trade have papers signifying SPCS approval.

The late Emperor decreed that slaves be treated humanely. The Empress has released generations of slaves. The trend appears to be toward treating slaves with humanity and dignity while at the same time offering them enlightenment opportunities.

The SPCS standards are completely voluntary and merely offer a path to allow a slave owner, trader or corporation the opportunity to become certified and approved by the SPCS. Our organization has no authority per the Amarr government and participation in our programs is completely optional. You of course have the right to not participate and likewise we have the right to not approve your slaves as "SPCS Certified".

The SPCS fully supports enlightenment opportunties for slaves and believes per our mission statement that salvation should be the primary goal of slavery. It appears you agree with this in context that enlightenment is a priority. Please note this proposed standard.

My usual opposition to slavery notwithstanding, I must object in the strongest possible terms to this particular guideline.
Accelerated gestation is so medically inadvisable as to be banned outright in the Caldari State, hence our use of artificial uterine gestation (tube children) instead. Better than 60% of accelerated pregnancies require caesarian delivery. Due to the elevated metabolic strain upon the mother and the child, stillbirth rates are elevated by 30% and parent mortality increases by 7.5%.
The process also increases the risk of the child being born with underdeveloped neural function or physical defect by as much as 12%. Accelerated-gestation individuals on average live only 75% as long as their conventional-gestation peers and are frequently (~5% of cases) born with autoimmune deficiency. Most disturbingly, according to a report commissioned by Hedion University in YC84, 80% of accelerated-gestation children experience chronic unspecified fibromyalgia through until puberty, with 37% experiencing symptomatology throughout adulthood.

At first I wondered how the hell it is you knew my father, but after doing the research I have discovered the error. The Torash Family of the Khanid Kingdom have no relation to the Kor-Azor scion family of the same name which had a brief period of media attention a couple years ago. Well, perhaps some relation several millenia ago, but I'd have to look back in our ancestry archives and there are no current business or personal dealings between the two which I am aware of.
And for the record: Though Drasden is not one of the so-called 'Amarr Bloodlines' which constitute the most visible portion of the Faithful, he is in fact of the Faith and has been a trusted family friend since before I was born. I can assure you that a non-believer would not be given any significant power over our slaves.

What are they drinking over there in the Empire?
The Empress, your Empress, I mean, shouldn'et you be paying attention to her more closely? Anyway, she has declared that all ninth generation slaves and older must be released. All slaves are eligible to be freed if they've accepted the Faith or recieved the Lord's Salvation (Depending on whether they were enslaved for being unenlightened before the laws changed or for criminal activities).
Everything in italics you not only got wrong, but in much to all of the Empire are criminal misunderstandings. I highly suggest you change your methods, lest you find yourself wielding a pick while seeking the Lord's Salvation.

Lord Murkon, I appreciate the initiative very much.
Unfortunately, the standards proposal lacks the proper format for these matters. It mixes both principles and specific guidelines and instructions. Both should be presented separately. The principles document should be used for evaluating the SPCS seal of approval and the guidelines are merely that, guidelines.
Example: I own slaves on a 2G world. While they are extraordinary muscled, a 8 hour continual workday would be unprincipled, they simply tire more quickly than workers on a 0.7G world. Additionally, they require significantly more nutrition. By having them work 8 hours and giving them 2000 calories per day, I'm abiding by the SPCS standards, nonetheless, would still be quite abusive to the workers. An abuse slave-holder on a 2G world should not be able to get the SPCS seal of approval in this way.
Principle Slave owners must provide their slaves with proper nourishment.
Guideline The SPCS recommends at least two separate meals per standard day with a total caloric content within the following range: Adult Male: 2000-3500 Adult Female: 1800-3000 Child: 1400-2000

What nonsense, isn't it about time for a serious discussion of the didactic pedagogy exercised within Amarrian culture as the motive for political domination, both domestic and foreign. This doctrine, with grotesque parallels drawn to child rearing, is presented as reasoned argument in justification of slavery and thus apologetic of Amarrian imperialism. This is Amarr logic for their brand of 'didactic pedagogy'. There is a habit of mind that may interpret this as a reproach, however, it's my intention to examine the implications of such pedagogy even where it is anti-authoritarian in nature.

The hours listed to work are maximums and the calories are minimums. Thus slave owners are able to adjust these guidelines to fit the needs of the environment they operate in.
Perhaps a sentence indicating that?

That would not work. The calories are merely an example of what could go wrong. The same is true for any other concrete numbers, they cannot cover every conceivable situation. You might as well start trying to list every form of blasphemy. Separate the rules from the guidelines. Judge someone by the (general) rules and have the (specific and concrete) guidelines act as informed examples.

Perhaps it is intended that the slave labour market will favour a heavily regulated product. It's not likely though, not without a way for the market to be sensitive to your certification/seal which is not the case at the time of writing. So if, as is likely, this is a hidden cost and therefore not operative and your ambition is that this is to be more than a public relations stunt you'll need an enforcement authority or at the very least a tribunal. In which case the language of these regulations needs to be more than directory. Even if it is to be self-regulated shouldn't the regulations be couched in concrete language. Regulations 1 through 3 are aspirational only, and who decides what are 'reasonable efforts' in 11 which is apparently contradicted by 14. While these slaves have no legal personality in the Empire, there is still the staggering omission of a prohibition against the forcing of a slave to have sexual intercourse without their consent and against their will by the threat or use of violence against them, or 'murder' of the slave in your regulations, but a disproportionate focus on coy preoccupations such as apparel and bathing, or is appearance more important than real protection. In 12. the term discipline, which is a synonym for obedience, fails to preclude torture where the slave refuses to obey a command however unreasonable. In any case, with such a mixed reception why shouldn't anyone reading these regulations believe they are at best grossly obscurant and at worst a fig leaf against the real horrors of slavery inside the Empire, evidenced in recent posts.
