Could someone clarify the expected CONCORD response in the following situation:
(1) Player A is in a mission deadspace, 0.8 sec status (2) A hostile pirate, Player B, warps into the deadspace in an inty (3) Player B scrams Player A

Do people who have killrights appear red to you?
If so, if they aren't red and they scram you, enjoy the firworks.

All answers are "No", and yes, the reason I'm asking is that the full story has A dying to B's gang without CONCORD being involved. Trying to work out how aggro was manipulated here (although A knows he made a mistake late in the engagement).

Maybe you have your overview setup really badly, but doesnt your overview show outlaws, wartargets and people you are allowed to attack? Or do you just assume everyone is neutral until they start shooting?

Assuming the standard overview. Red means you can attack them but they can't attack you. Flashing red means they can also attack you.
You're mate may have seen someone red ( you did not say flashing or not, that's crucial) who may well have targeted him but you are still safe from attack without Concorde (assuming the earlier conditions listed do not apply) This is a bait to get your friend to attack them. As soon as he does he is a valid target.
