I've seen several people post here that getting Caldari BS to L3/L4 or even L5 should be one of your priorities. L3 maybe, but it is a long skill to train (x8) and going higher than that would not be cost effective for a beginner wanting to get into a Raven for Missioning.
The ship bonus' for a (PvE) Raven are poor: +10% velocity and 5% RoF for Cruise/Torpedoes per level. You won't be using Torpedoes in PvE and the base range of Cruises is around 150 Kms. The base targetting range for a Raven is 75 Kms, yes you can improve that, but for missions you will never have the targetting range needed to make that first ship bonus useful. So that only leaves the RoF bonus at 5% per level, 6-9 days for L4 and 30-45 days for L5. I've been missioning sucessfully on Ravens for some months now, but still haven't found the need to get above L2 more pressing than the host of other skills that I've needed to learn.
The second thing I would say to the OP is that a wallet balance of 200M is a bit thin to be thinking about getting into a Raven with, I like to have at least 4 times the replacement value of any ship I fly in my wallet and that means around 600M for a Raven. It will cost you around 150M to buy and fit this ship, and that is not bothering with faction modules.
Even if you are going to built that Raven from a BPC with minerals you mine/gather over a period of time, the day you lose it you will just want to go to Jita and buy everything off the shelf. So one slip up or bit of bad luck and you will be back to the Drake and probably thinking about quitting rather than going through that grind again.
Maximise your current mission income, by using a Salvaging Destroyer to clean up afterwards. Max the relevant trade or reprocessing skills to deal with the loot. Run missions for factions that have things worth buying in their Loyalty stores - Sisters of Eve (Probes) and anything Minmater (Proj Ammo) are two that spring to mind. Google Eve-Agents for Chribba's website listing all agents available and pick a corporation with a suitable L4 agent (in hi sec) at the end of the chain who you can eventually run missions for.
For mission running training the following social skills at least to L4 are vital:
Social Connections Negotiation 2 x XYZ Connection skills for the L4 agent you are using*
* This last one means that if your L4 agent is in Security, you need to train the two skills "Military Connections" and "Political Connections" - every department has two specific skills affecting their loyalty point payments. Training both skills to L4 gives a net increase of 44% to the loyalty points you receive (56.25% at L5).
Finally to add to the Male/Female character debate. When I played WOW I used to like having female characters, cause I liked following a curvy character with a fit body and a cute ass and I could even undress them. However, I really do not understand guys in Eve that pick a female character - why? For a static head and shoulders portrait.
