If the DC II makes you chuckle, then you don't understand. It's a resist bonus that is not stacking penalized plus it's a damn good bit of insurance against destruction. On a proper Raven mission fit, the only thing better there is perhaps a Signal Amplifier II.

I think you were not correctly informed. Post-QR, the Rigor rigs make a very noticeable differences on sub-bs targets when using cruises. Combined with a painter the effects are great. High quality hits even on elite cruisers. Your drones should be killing smaller stuff but you can still hit something as small and fast as spider drone with a cruise missile in a pinch if you have rigors and its painted. See some of the work of Liang Nuren or Stoicfaux regarding this. It can be shown mathematically and in-game how much of an effect they give.
Raven Rigs:
Best bang for the buck: 3x Rigor I Slightly more bucks up and more bang: 1x Rigor II, 2x Rigor I Expensive but you get every last inch: 2x Rigor II, 1x Flare I
I'd say for a standard Raven build, do the 3x Rigor I. If you upgrade to a CNR later, consider one of the other two, especially if you are pimping it out a little anyway. All those rig combos leave at least 50 calibration points on the Raven and so will fit on the CNR.

First thing: 54% sounds like a pretty good damage boost. Is that not enough in your mind to justify using them?
Second thing: I think you are misunderstanding the way missile damage reduction works a little bit. The max possible effect the rigs have is situational and not necessarily capped at a 54% max effect. Sure you can predict how much they reduce the explo rad of your missiles but you need some specific cases of target sig rad and velocity to compare the missile to for a dynamic damage computation.
Third thing: A painter makes a noticeable difference even/especially in conjunction with Rigors.
Fourth thing: Rigors + TP makes Furies quite viable. You can easily kill BC in a couple volleys. Sometimes only one. BS get annihilated.
